Update on our Milton School District “MESS”

We have the benefit of reports by two local journalists providing WE THE PEOPLE with MORE information released by our Milton School Board yesterday after its meeting. You are able to access these reports online - I have posted links below for your use. What do YOU think about our Milton School District "MESS"?

Our Milton School Board had another closed session yesterday. WE THE PEOPLE gained more information as James Debilzen, journalist with our Milton Courier posted a report, “Records: Milton schools admin. Was placed on leave following complaint.

We also have the report of Neil Johnson, journalist with our Janesville Gazette posted a report, “UPDATE: Garrow put on leave following complaint.”

As Board President Rob Roy stated to the press when he promised more information coming this week, we know more and NOW we have MORE QUESTIONS! What are YOUR questions?

Among my questions are:

1-WHY are we the people of the Milton School District – TAXPAYERS – paying Garrow for a leave extending from October 15, 2012 into June 2013? FULL DISCLOSURE: I am a TAXPAYER in the School District of Milton. I note the Gazette’s report that Milton School District records show that Garrow was paid $11,294. Between Oct. 1 and Nov. 15, 2012. He was ON LEAVE starting Oct. 15.

2-WHY has the Board NOT clearly negotiated Garrow’s DEPARTURE from our School District of Milton to reassure WE THE PEOPLE of the Milton School District that Garrow will NOT be employed in any position after June 2013? I am one of the citizens of the district who definitely does NOT want Garrow employed by our school district.

3-WHY the SECRECY about this situation? I am going to assert that where there is smoke, there is fire!

I read Garrow’s statement about the records release. You can access and read it using the Courier link above. Neil Johnson quotes Garrow’s statement extensively in his news report. You can use the Gazette link above to read that source. The bottom line is that Garrow asserts, “To dispel several rumors, I have heard about myself, I can share that: I am not having, nor have I ever had an affair, not ever misappropriated any fund, nor have I participated in any immoral or illegal activities.”

Sorry, I continue to believe that where there is smoke, there is fire! Let’s CLEAR the SMOKE and put out the FIRE NOW!

4-WHAT does Garrow mean with is assertion that the leave is designed not only to let him mourn his father’s death – he has my full empathy in his mourning, but not my support of an extended leave with pay – as he continues to repeat the need for time for “pursuing his dreams.” WHY don’t we ALL get paid leave for “pursuing our dreams”?!

5-NOW we have the identity of the attorney hired by our Milton School Board to investigate the complaint filed with the Board accusing Garrow of behavior which would lead to discipline. WHY did our Board go to Attorney EILEEN BROWNLEE of Fennimore, WI to conduct “an independent investigation into allegations."

I do NOT understand going out of ROCK COUNTY. What is the reason? Do we NOT have attorneys of HIGH INTEGRITY to do this kind of independent investigation into the allegations? I know of several. Do YOU?

6-Concern for board President Rob Roy – There is no report as to why Rob Roy was hospitalized over the weekend. The report is that he was absent from the Milton Board meeting yesterday due to hospitalization. I pray for Rob's health and invite you to join me in that prayer, please.

Board vice-president Wilson Leong led the meeting yesterday. He reported that the Board expects Roy to recover soon and resume attending to district business this week.

In the meantime, the action on hiring an Interim Superintendent was put on hold with Roy’s hospitalization. Looking forward to learning who the “consensus” candidate is to be the Interim Superintendent for the remainder of the 2012-13 school year.

Wilson Leong used interesting words to describe the current situation in our School District of Milton, “awkward” and “inconvenient.”

Yes, Wilson, those are minimal descriptors. I think Board President Rob Roy said it better with MORE CANDOR, “MESS”!

This situation is a really serious/BIG “MESS”! I think it is likely to be a growing “SCANDAL” when WE THE PEOPLE of the School District of Milton know THE REST OF THE STORY. Time will tell…

According to a contract for Garrow obtained by the Gazette this week, Garrow's current contract "shall cover a period of two years beginning on July 1 2012 and ending on June 30, 2014."

nongrata - hoping you are not considering me FAR right. Primarily I am conservative on fiscal and social matters (because the latter usually significantly impacts the former) and believe that government needs to stay out of our bedrooms and doctor's offices, and so should the church. Fundamentalist I am NOT.

I've also been advised that there is a special school board meeting now scheduled for Thursday, 11/29 at 6:30 in the administration building for the purpose of continuing with the process of appointing an interim superintendent. Not sure if I can make this one, but there is an opportunity at the start of the meetings for public comment (they will not reply to your comment, but you can make your opinions and concerns known nonetheless). So anyone who can make it should go and possibly speak up on this whole fiasco.

Actually, I happen to think that Dr. Eysters views are in step with what any conservative would think about this blatant waste of taxpayer money. What changed? Maybe the fact that this happens to effect him directly and it is actually HIS money that is being wasted?

The most recent news article says his contract goes through July, 2014. I had always been of the understanding that he had a two-year contract for last year and this year and that it would be up June, 2013 anyway. Is this 2014 information correct? Did he have a one-year contract the first year and then they renewed for two more? If he is under contract through 2014, we might really be stuck with a huge cost to get rid of him, yet I really don't think that there is any confidence in him anymore so I don't think he could be effective anyway.

For JoyM and everyone else would anyone agree that the Milton School District should at least begin looking at options for the next year. Here is why I believe that. It's because I would want to begin this process while this investigation continues towards completion. This way the school board can make a decision by the end of the school year so they can move forward next year without the distractions of the current situation.

WisRes - from the articles yesterday and today it sounds as though the investigation IS complete....we just haven't been told what was discovered, or not. I sure don't want him back next year either.

Well in my opinion the Milton School Board should be looking at options for next year once the investigation is complete. They should also be deciding if they want to stay with Mr. Garrow or go with someone else for the 2013 2014 school year. They should at leas be looking at these two options for right now because you just can't fire someone while and investigation is ongoing. What I am saying though is they should at least look at the options for the next year while they wait for the conclusion of the investigation.

John - the thing that confuses me is that the district apparently offered him a chance to return and he said "no". Seems to me that the district should have just made him come back to work. If he doesn't want to work, or feels that his "reputation has been damaged" by the investigation, then let him resign. This being paid (handsomely, I might add) for doing nothing while there are overcrowded classrooms in need of teachers is the ultimate waste. The taxpayers aren't paying any more or less regardless, but the kids and programs are sure getting less when money has to be diverted to cover the attorney fees .

Northman: Don't get what you are saying. You chastise Mr. E. for being a leftie, and use this blog as an opportunity to attack him, not the situation. This isn't a right/left issue. This is a management/labor issue, and taxpayers of Milton, like myself, do want more info. As Mr. E. said, we're going to get it, sooner or later.

Personnel issues have legal consequences that must be considered.
Common sense will get you in big trouble in law and politics.
This is difficult for many to appreciate
because it is so far out of the sphere of their everyday lives.
Northman, you must need a better accountant.
Do you do prepare your own taxes?

I am literally DISGUSTED (CAPS used so Mr E will understand my level of disgust) that the Gazette monitors posts made to articles featured on this website, but then allows an actual blogger to print such unsubstantiated innuendos. Mr Eyster, this is not the first time that I've read your blog in disbelief, but in my opinion you've crossed the line this time. Dr Garrow has not been officially accused of anything and until he has I for one plan to have some morals and give him and the Milton School Board the benefit of the doubt until it is deemed they don't deserve it. "I" am NOT apart of YOUR "We the People!" You do NOT represent me. To the Janesville Gazette, are you seriously going to allow these kinds of accusations? I know you have a disclaimer for your blogs, but regardless you are responsible for publicizing this filth.

Dr. Eyster, you and I sit on far opposite sides of the political spectrum, but on this topic I feel you are spot-on; all of the bullet points you list are on my list, too. You say where there is smoke, there is fire; I say that statements can be carefully developed to not lie outright while avoiding the truth - recall Nixon and Clinton doing this. I too want a fresh start for our district, which we cannot get while this is hanging over us. If we are bound by this contract to pay him, then let's accelerate the payments and get him off the payroll, much as it pains me at the thought. And then let's revisit contract provisions for the next one to protect ourselves from this in the future.

I can understand why most Miltonites would be upset about all this. But you, with your extreme leftist views, should be cheering this poor fellow on. It’s the liberal creed that you take money from those who have it and give to anyone less fortunate. Mr. Garrow clearly has some issues to work through, and who are you to judge? You’re sitting there with more money than you need or deserve. Just open your wallet and give, give, give! Stop being such a one-percenter!

Or have we finally hit the point where you are tired of having your pocket picked so that the government can enrich a non-productive citizen? Dare we to hope that you’ll start railing about welfare, and maybe even Obamacare, next? There you went!
