Vote of NO CONFIDENCE!

Milton Board of Education lost my confidence this week due to its lack of TRANSPARENCY as it extended its superintendent's leave through the remainder of this school year into JUNE 2013 without telling us - taxpayers - whether or NOT they are paying Dr. Garrow. What do YOU think?

Through my decades of being a taxpaying and voting citizen of the School District of Milton, I have had a VERY STRONG CONFIDENCE in our Board and the administration! I had the benefit – BLESSING – of moving into the Milton School District when Dr. JON PLATTS was superintendent. The STUDENTS, PARENTS, TEACHERS and ALL the citizens of the SCHOOL DISTRICT OF MILTON had very, very special benefits through 30 years with SUPERINTENDENT JON PLATTS! COMMENDATION & GRATITUDE TO JON PLATTS!

NOW the failure of our Board to be forthcoming with INFORMATION after its meeting last MONDAY night, I have LOST confidence in our board. I have carefully read the OFFICIAL communications as reported by our MILTON COURIER and the Janesville Gazette.

If you have not read the information, I suggest you read James Debilzen’s article published by the Courier yesterday, “Milton schools admin. continues leave of absence.” THANK YOU to the Courier for this feature article. Also, THANKS for filing the OPEN RECORDS REQUEST.

The Janesville Gazette’s feature article by Neil Johnson was published on Tuesday, November 13, 2016 too. FRONT PAGE article with headline, “Garrow to stay on leave: Superintendent out for 2012-13 school year.” This article reports that the Janesville Gazette has filed an OPEN RECORDS REQUEST. THANKS to the Gazette for its OPEN RECORDS REQUEST.

Garrow has been on leave since mid-October with the explanation being that he is dealing with the death of his father. I KNOW that WE THE PEOPLE of the School District of Milton express sympathy to Michael and his family. I consider it appropriate and reasonable that the Board would give the superintendent an UNpaid “approved leave of absence” for a few weeks to mourn and adjust. EMPHASIZE: UNPAID = NOT PAID! The extension is VERY suspicious. I do NOT accept any reason to PAY Garrow for this time UNLESS this is a suspension WITH PAY during a disciplinary investigation. That is one of the “reasons” on the grapevine. TRANSPARENCY is needed to regain reasonably healthy credibility for our Milton Board of Education. SOONER than later…

JUST THINK: Our Milton School Board agreed to continue School District of Milton Administrator Michael Garrow’s “approved leave of absence” through the end of the school year (June, 2013). NOTE: Garrow’s contract expires in June, 2013.

The BOARD has NOT been transparent as to whether or not it is paying Garrow’s during this leave. WHY NOT?! To me, this lack of transparency creates suspicions. The UNofficial information is TROUBLING! It will grow like a cancer as long as the Board fails to be TRANSPARENT!

I ask our Milton School Board to be forthcoming WITH ALL DELIBERATE SPEED! I want to assume that the Board will fulfill the OPEN RECORDS LAW without delay. I am concerned that our Board does NOT waste OUR TAX MONEY to fight the OPEN RECORDS REQUESTS from the Milton Courier and Janesville Gazette.

I am grateful for the strong editorial published by The Janesville Gazette today, “Milton residents deserve answers about Garrow’s pay.” It is printed on page 4A. I am not allowed to provide a link here on my blog.

I totally agree with the Gazette’s discussion of our Milton School district situation vis-à-vis the BOARD and the Superintendent, “We sympathize with Garrow over the loss of his father. If that’s the sole reason for his leave, however, the district shouldn’t be paying him. Many of us have lost loved ones and would like to take months off to reflect on what’s important in life and pursue our dreams. We don’t have that luxury while getting paid.

“Whatever Garrow and the board aren’t saying, we hope that, absent a disciplinary problem, the issue can be cleared up and Garrow returns to work.

“In the meantime, taxpayers deserve to know whether they’re paying him.”

I am among the TAXPAYING & VOTING citizens of the School District of Milton WAITING IMPATIENTLY for the response of our Milton School Board. What do YOU think?

By continuing the unproven rumors, the Milton "adults" are showing that they are no more mature than their school age children who gossip. Think of what is happening to the names and reputations of the people that are being gossiped about. For a community who trying to put so much focus on an Anti-Bullying campaign, look at the bad example being displayed. The petty jabs on this blog, and others too for that matter, are no different than the kids who bully each other on Facebook or YouTube. Bullying is a learned behavior. No wonder we hear news stories of bullying in the public school system. Kids are hearing their parents do it and thus thinking it is normal and acceptable behavior. Shame on you parents!

A N D for Mr. E. - You should know that the School Board may have no other choice but to honor the contract that THEY gave the Supt. That may include all of the time he is taking off. Best to leave the Supt. to go through this in his own personal way.

Wow, Bill. I'm pretty glad that the jobs that police officers, fire fighters and teachers do isn't "that demanding". WOW! Seriously - can you possibly find a profession that is more demanding than teaching? Are doctors held accountable with their patients disregard instructions and get sick or die? Are dentists held responsible when people get cavities? Are engineers held responsible when builders don't follow their carefully laid out plans? But teachers are held responsible for teenagers that won't even lift a finger to help themselves. Firefighters and police officers go in where angels fear to tread. And you are slamming public employees?! And know what? If your house was on fire tonight, the JFD and JPD would be there saving your sorry behind just like they do for everyone else. Why? Because they, like the people who teach your kids, are professionals who don't let your lousy attitude get in the way of them doing their jobs.

John, since i don't reside within the Milton School district boundaries, I don't feel free to offer an opinion about whether their school board has earned or lost any confidence. However, I would like to point out that, as a government body, this action of that school board isn't really surprising. It's not surprising when you realize that government bodies tend to act as though they have only themselves to answer to. It's also not surprising in light of the fact that government officials tend to put the interests of their employees ahead of the interests of the people they serve. Take for example the recent decision of the Janesville city council to offer health care benefits to domestic partners of city employees. Ostensibly, they claim that doing so helps attract the "best and the brightest" employees. However, the "best and the brightest" don't apply for government jobs. They can do much better for themselves in the private sector. Besides, government jobs are well know for not being very demanding, therefore, they don't require the "best and the brightest". Secondly, the city council ignored yet again the economic plight of this city's residents with that decision. They put their employees' interests ahead of their employers'.

Nope, it's not at all surprising to me that the Milton school board is paying the guy while he takes time off without regard for the taxpayers any more than the Janesville city council surprised me that they expanded benefits for their employees. Neither does it surprise me that both bodies feel no compulsion to answer to anyone for what they've done. That's what government bodies do, historically speaking.

One trend of the Gazette--though I see this with Greg P. more than anyone--is their platform of berating anyone who has a benefit that others do not. The most recent example is the editorial about Garrow--where the paper said (paraphrasing) 'yeah, it would be nice to take a year off with pay, but no one else gets that, so he shouldn't either.' Plenty of other examples (especially involving public worker pay/benefits). Instead of working hard to win the race to the bottom, I wish the Gazette would work hard to shift the discussion away from 'if I don't get it, you shouldn't either' to 'why don't we all get that?'

When a school board is elected they are folks who you trust to make the right decisions. If you are not happy with what they do, you need to find and support candidates you trust. Or you can run for school board yourselves. I think that is the way the system operates. Some folks are going to be happy, some are not. Keep track of what made you unhappy and vote for somebody else next time around.

Absolutely wislady is right on the money (pun intended) on this. IF he is getting paid, then there had been be a contractual reason and the board better be moving as quickly as contractually allowed to get this guy off of our payroll - yes, OUR taxpayer-funded payroll. I wish I had time to hit said coffeeshop, but unfortunately I don't. Probably just as well as I might slip and say something publicly and get myself in hot water over this guy's issues.

Dr. Eyster, you and I are usually on polar opposite sites of the spectrum on issues, but this is a different situation: all taxpayers are on the hook if he's getting paid. Now they need to hire an interim super and, if Garrow IS getting paid, then we will have one for the price of two, and not one should accept that lying down.

I can't wait until the Board fulfills the open records requests and what maybe could have been announced somewhat quietly and then gone away will instead just publicly blow up the rest of the way. Way to instill confidence in our elected officials, Board.

I actually think for once John is on target here. I do agree his writings are very hard to read- even more so on my iPhone. Many times it is distracting enough that I find myself losing where I am at and just end up skipping some of it.

In the past I have read your blogs and I have often wondered where you learned to write. You might give some thought to using a more traditional style and folks might take your comments more seriously. Your use of caps makes me think that you have such a high opinion of yourself that you do not need to conform to a standard style. I am not a writer myself, but I do try to maintain a normal style. Your style is very much like using profanity to make your point.

If a lack of transparency in govt bothers you John, you must REALLY be UPSET with the Obama admin! They have been anything but TRANSPARENT in their dealings.....Benghazi, Fast And Furious, Obamacare, etc. come to mind. And that was one of Obama's MAIN campaign promises initially.
