Authorities: Man tried to entice 14-year-old at school

JANESVILLE—A Janesville man followed a 14-year-old girl around a playground and asked her to come home with him Tuesday night, according to court documents.

The girl told Janesville police the man, later identified as Cosmo J. Smith, 30, of 1328˝ Excalibur Drive, approached her on the playground of Washington Elementary School, according to a criminal complaint filed Wednesday.

Smith repeatedly told the girl she should come to his house and at one point asked her to go to the house so they could have sex, according to the complaint.

He was carrying a bottle of whiskey and asked the girl and her friends if they drank or used drugs, authorities said.

Smith also asked to use the phone of another minor during the incident, and used a racial epithet during a conversation, according to the complaint.

Officers were called to the playground just before 9 p.m. They found Smith walking near the school and arrested him, authorities said.

He is being charged with felony child enticement, misdemeanor disorderly conduct and misdemeanor bail jumping, court records show.

The bail jumping charge stems from Smith’s arrest last month on misdemeanor charges of disorderly conduct and criminal damage to property.

He was scheduled to make an initial appearance for the child enticement case in Rock County Court on Wednesday.
