Dense fog advisory, area flood watch issued
SULLIVAN—The National Weather Service has issued a dense fog advisory that remains in effect until 9 a.m. Tuesday when visibility will be reduced to ¼-mile or less.
A flood watch, which takes effect at 3 p.m. through late Tuesday night, also has been issued by the National Weather Service for portions of south central Wisconsin and southeast Wisconsin for a half dozen counties, including Rock and Walworth.
Heavy rain Monday night combined with a second round of rain later Tuesday afternoon and evening could result in total rainfall amounts of around 2 inches. This heavy rain will fall on ground that is frozen and saturated. Drainage runoff will be rapid and could cause quick rises on small rivers and streams.
Flood prone low spots in rural and urban areas could flood, possibly impacting some roads. Those living along smaller rivers and streams should be prepared for potential flooding, should monitor later forecasts and be alert for possible flood warnings.

Any rain will help farmers, even if the ground is still largely frozen. Then only place there'll be significant runoff is field with relatively steep slopes, otherwise the water will just pond until spring, especially in the flat farmland on the Rock Prairie.

There is some irony. A flood in the middle of a drought, and the drought will persist.

unfortunately the rain will do little to help the farmers because the ground is frozen and the water pretty much just ran off. If that was snow and did a slow melt it would have been a huge help to the drought condition
