Proposal changing when laws take effect advances

MADISON — A proposal that changes the process for when a bill passed by the Wisconsin Legislature takes effect has cleared a Senate committee.

Normally a sleepy, regular function of state government the process came under the spotlight in 2011 when Secretary of State Doug La Follette did not immediately publish the bill effectively ending collective bargaining for public workers.

The Republican-sponsored measure advanced out of committee Monday on a party-line 3-2 vote removes the power of the secretary of state to delay by 10 days when a bill takes effect.

Instead, the Legislative Reference Bureau would be required to publish bills they day after they are signed by the governor. All bills would take effect then, unless otherwise specified.

The Senate could take up the measure Tuesday.

misscarlet Open for business is not what your boy is doing NO ONE wants to come to Wisconsin as to his insane behaviors that only benefit his Big guns.. DIVIDE AND CONQUER... He sure is doing that.... To stand with corruption is sure typical of the rightwingers. Anyone that thinks what they are doing to undermine the people in this country is Right and Honest is just as SICK as them. I stand with the 14 who did what was needed for the real people to really see the TRUTH BEHIND WALKERGATE and KOCHLAND !!

We are over 50% of the way through the calendar time for the govenor's promise of 250K jobs but only 15% of the way to the goal. Is passing laws like this the best you can do?

Govenor Walker, where are those jobs?

Thank You Governor Scott Walker for making Wisconsin 'open for business', and making the legislative process less vulnerable to the orders given by the public union bosses to their democrat puppets.

Checks and Balances. It's been good enough for a long time, no need to get rid of it cause your panties got all wadded up over a union busting bill
