JANESVILLE— The Janesville School Board has rejected—for the second time—an expansion of the Challenge Program for academically talented students.

The 5-4 vote came at the board’s meeting Tuesday night.

The proposal was to expand the Challenge Program at Madison Elementary School by hiring two teachers and add teaching hours for music, art and phy ed.

The proposal was defeated in a 4-4 tie on March 19, but board member Scott Feldt was not there because he was stranded at an airport.

The plan was offered again Tuesday with all nine members present. Feldt voted for it, but Kevin Murray switched his vote.

Murray said he had changed his mind on Tuesday and that the Challenge Program was not one of his budget priorities for 2013-14.
