Wis. elections board considering review options
MADISON, Wis. (AP) — The Wisconsin state elections board is considering using statistical sampling methods to determine how often duplicate names appear on recall petitions containing an estimated 1.9 million signatures.
Government Accountability Board director Kevin Kennedy said Tuesday the board is committed to having all of the estimated 1 million signatures on petitions to recall Gov. Scott Walker entered into a database to weed out duplicates.
But Kennedy says the board is looking at statistical sampling methods used in other states to identify duplicates on other petitions. He says the board is dropping plans to use optical scanning computer software to import the names into a database.
There are an estimated 900,000 additional signatures on five other petitions seeking the recall of Lt. Gov. Rebecca Kleefisch and four Republican state senators.

The Constitution has changed through the years with amendments. However, it still exists for the people. It restricts the Government created for the people, of the people, by the people. I also believe Democrats and those on the left despise that. You can only look to Ruth Bader Ginsburgs lastest comments telling the Egyptians our Constitution is not the example they should use.
We became a super power faster then any civilization in history. The beacon of hope. Why do so many immagrants come to America? Certainly not to be told what to purchase or pay a hefty fine.

AC - I think we have found some mutual ground. One example-the ban on smoking in public. For everyone's benefit. Not infringing on your freedom to smoke, just not in public.

Pay/Salary was not cut by Act10. Employees participating in the pension program are now required to pay the full employee share under state law; previously under contract negotiations not open to the public under open meeting laws some municipalities/districts/counties agreed to pay some or all of the employees’ pension contribution, this was changed. Also under Act10 participants taking healthcare options through their government employer are required to pay a small percentage of the insurance premium. This is no bigger an imposition than other tax payers pay for their own benefits.

IF you grow all of your own food- no need for FDA. If you NEVER travel the highway system- no need for roads. Take your own garbage to the dump, plow your own street, never use public transportation, police your own community, put out your own fires,etc. I like knowing when I get on an airplane that there is someone monitoring the safety of the plane. I like knowing there is a watchdog out there protecting my utility costs and my foods, I like knowing that if I buy an American made toy or piece of clothing for my grandchild that it is safe. There are no controls for safety in many other countries. Have you forgotten the we are the government and we support it? Your attitude is straight out of the 1700's.

While secretly drawing new legislative maps designed to improve their electoral prospects, Wisconsin Republicans in the state legislature signed legal agreements promising not to publicly discuss what they were doing, and at the same time legislators were told:
"Public comments on this map may be different than what you hear in this room. Ignore the public comments," the talking points also say.
This bizarre conspiracy of silence was revealed yesterday in documents made public by order of a three-judge federal panel which is handling litigation against the Republican-drawn maps. The legal agreements explicitly told lawmakers not to discuss the drafting of the new maps in public:
The agreement tells each lawmaker "you agree not to disclose the fact and/or contents of such discussions or any draft documents within your possession."
Wisconsin Republicans also fought in court to keep these documents secret, but on three separate occasions the three-judge panel ruled against them. The rulings were particularly scathing, as this excerpt from the final ruling shows:
"Quite frankly, the Legislature and the actions of its counsel give every appearance of flailing wildly in a desperate attempt to hide from both the court and the public the true nature of exactly what transpired in the redistricting process," the ruling reads.
Last year, when Wisconsin Republican leaders were asked by members of the media about any plans to draft new legislative maps in secret, they responded with insults:
“You talked to Democrats who ‘think’ that Republican leaders have these grand plots,” Andrew Welhouse, spokesman for Senate Majority Leader Scott Fitzgerald, says in an email response to questions about GOP plans. “I guess I’ll leave it up to your journalistic standards if their motivated speculation is worth reporting on.”
In summary, most Wisconsin Republicans in the state legislature signed legal agreements promising not to discuss public legislation in public, distributed an internal memo indicating that what Republican leaders were saying in public about that legislation wasn't true, fought in court to keep both the legal agreements and the memo secret, and all the while insulted anyone who claimed that there was a Republican conspiracy of silence taking place.

Thank you poobah and wiggle for giving my kids a shout out. They do great growing up with values and knowledge that you can be anything you want to be in a country as free as the USA if you put your mind to it and work for it. Always fight for your freedom and don't listen to the teachers when they talk anything about the government. They have learned the Constitution and Bill of rights at home and know fully well Government is not the solution, it's the problem. It was intended to have severe restrictions.

fearandrhetoric4dummies let’s assume you are right hypothetically speaking then why are we wasting time and money on this recall to begin with. The reason I did not sign the recall petition to begin with is because I knew this would happen. Even if the GAB gets through all the signatures the politicians could challenge the signatures in court and tie it up till the next election this could be a possibility that we might have to face. The only thing to do right now is let the GAB alone to do its work or this recall may not happen at all. Buy the way everyone keep in mind that this recall will have to be paid for and who do you think will be stuck with the bill us tax payers.

I am with howardz on this one. If there is such wide spread fraud then why not point out the page numbers and post it on your website? The FACTS are that there may be fraud , but it certainly is not at all wide spread. I would also take the leap like Poobah and say that most of the bad signatures are from supporters of the Governor trying to sabotage the process. There were several conservatives on these very blogs that were talking about doing EXACTLY THAT!! After what we saw from those making threats and phone calls, NOTHING should surprise anyone inthis climate.

I once received a personal check in a Christmas card as a gift from a cousin and she had signed it Merry Christmas instead of her name -- totally by accident. I'm sure many of the disallowed signatures are those made by Walker supporters. There were several comments on the Gazette website by supposed Walker supporters proclaiming they were going to sign petitions several times. If anyone thinks they are going to find 460,000 disallowed signatures and stop the recall, they're delusional.

Imagainstthisrecall - I visited the Verify the Recall website hoping to see evidence of fraud the website claims was going on during the signiture process. No evidence found. If the organization was truely concerned about the integrity of the recall process, why don't they publish their evidence online on their website? Chicken M.? Really? You really think that would come from a person that wanted to recall Gov. Walker? Good luck finding the over 400,000 fake signitures needed to call off the process.

I am one in many thousands of volunteers that are working with Verify the Recall. Volunteer once and then you will see why they are saying there is fraud. One person wrote that their name was CHICKEN M. And then signed a whole diffrent name.On another one the same person wrote and signed their name twice. And people don't know if they live in a town, villiage or a city, so they check all 3 boxes or don't mark it at all. Or leave off the city they live in and the zip code. Thats why there needs to be a review.

Bassman - Please cite evidence of this. I know of one case near Racine and that case it is unclear if it was an anti-Walker supporter or a Walker supporter signing his neighbors' names.

Poobah - Good point. Elections have always been adminstered smoothly in WI. There haven't been significant fraud in our state's history. After all, this is the birthplace of Progressive election reforms. My earlier question is probably irrelevant anyway. There would need to be about 500,000 duplicates to end the recall process.

Anyone who has been involved with OCR (optical character recognition) technology knows that accurate scanning of documents (even type-written documents) is a daunting task. Trying to scan handwritten names and addresses - next to impossible. I was quite certain GAB would have to desert plans to do that given the time constraints they are working under. They're taking the right approach. Remember, by law, they have never had the responsibility of weeding out bad names. That has always been the responsibility of the candidates. That is, until Walker convinced one judge to require the GAB to attempt to weed out "obvious" fake signatures. But with people named Mickey Mouse, Adolf Hitler and Donald Duck, just what is an "obviously" fake name? The GAB has a tough job. Glad they don't have to deal with the tea party fanatics. Let them do their work. I, for one, have faith in the integrity of elections in Wisconsin. We have a very good record of fairly administered elections.

Does the GAB have a way of detemining if duplicate signitures are the work of individuals who may have gotten a hold of Union membership lists knowing union members would most likely sign a petition? I understand that it is up to the person gathering signitures to verify the person signing is who they say they are, but if this practice did occur, the authentic signiture should still count.

Lizzyjake yes your right it is a shame wait till it comes time to pay for this recall election when it happens. If Falk is the only democratic choice then the democrats are screwed and the taxpayers are screwed because those of who live in Dane County Know Falk’s record and the reason she resigned from office and that would be all the Governor needs to beat Falk in a recall or any other election. If the Democrats are to have a chance they need to make a much better choice than Falk to beat Walker. If no one believes me ask Falk why she cut funding to the 911 center in Dane County in 2007 which contributed to mistakes made on April 2, 2008 when the Center mishandled a 911 call from Brittany Zimmerman that day and the way the aftermath of that was handled by Dane County that is the trump card Walker would play if Walker didn’t he would be a fool. This is called the sympathy card. Politics what a rotten profession to have if you screw up like Falk did.

I am shocked that you believe they don’t have a chance in removing him from office. They have a greater percentage of the electorate than successful recalls in the past which have resulted in an overturning. You know walker could have prevented this had he chosen to sit down with the unions and compromise instead he wanted the “bomb” approach and I think it might have blown up in his face.
