Wis. lawmaker wants texts added to no-call list
MADISON, Wis. (AP) — A Republican lawmaker from Racine would like to see Wisconsin's no-call law expanded to cover text messages.
State Sen. Van Wanggaard has drafted a bill that would add text messaging to the definition of solicitation for people who sign up for the no-call list.
The list allows people to remove their phone numbers from telemarketing lists. The program's website says signing up will help reduce, but not necessarily eliminate, telemarketing calls.
Wanggaard notes that many cellular customers have to pay for incoming text messages. He says his measure would bring the law into the 21st century.

I would love for them to fix the list first. My husband and I started getting phone calls from scams two days after I put our numbers on the no-call list.

Political campaign calls are considered free speech under the First Amendment. Courts would be unlikely to uphold any law restricting them (beyond reasonable limits such as hours of calling).

osborn4, the FCC ban on unsolicited text messages only covers those using an internet address (e.g. yourphonenumber@yourphonecompany.com). This law would extend coverage to any registered phone (in Wisconsin).

It's already outlawed, just like it's not lawful to send an unrequested fax or even cold call a cell phone.
