Teen in custody after fleeing, ramming squad car

JANESVILLE—A Janesville teen is in custody at the Rock County Jail today after fleeing a police officer and ramming his car into a Janesville Police Department squad car late Wednesday night, according to a department press release.

Cody E. Kotthaus, 17, of 1551 LaSalle Court, was arrested at 11:10 p.m. on charges of second degree reckless endangering safety, knowingly fleeing an officer, operating while intoxicated, reckless driving, hit and run and resisting an officer, the release said.

Officer Shawn Welte tried to make a traffic stop after he saw a Chevy Lumina speeding north on Crosby Avenue near West Court Street. When he attempted to stop the vehicle, it accelerated quickly, turned off its headlights and drove through several stop signs without stopping before driving into a yard in the 600 block of N. Grant Ave., the release said.

When Welte stopped his squad car, Kotthaus turned his vehicle toward him, rammed into the squad car then fled east on foot. With the help of several other officers and a department K-9, Kotthaus was eventually found hiding in a back yard in the 500 block of North Oakhill Avenue. He is in custody at the Rock County Jail, the release said.

The squad car received an estimated $5,000 damage while Kotthaus’ car had about $2,000 damage, said a department spokesman.

A Rock County deputy investigated the crash at the request of the police department.

This is cody kotthaus him self! i thnks it funny how all you ppl on here like to sit and bash me when you dont even know me you act like i killled an old lady and raped her....You prolly would be alot better off not listing to every thing the news paper says come on now get real the story is bogus. 90 percent of the story is fare from correct so too all you ppl that DONT KNOW Me please stop judging me on this story becasue its not the true story. all you ppl that go on ccap how many criminal charges have i been convickted of.....NONE yeah i got a few traffic tickets but whats that huh nothing...OH why didnt the news paper write about how the cops thought it was so funny to slam me face and stomp on my head like a ciggert butt after i already had my hands up and was getting on the ground "WILLINGLY" i kno i made a misstake and i wish i could go back and Chang it but i cant.... every single person in the whole world makes mistakes. too all you that wanna bash me go right ahead because your not perfect either but if it makes you feeel better to insult sumbody youve never meet in your life go right a head im a bigger person than that. go head bash me sum more i dont really care its inmatchure.

Who was there to "guide" this kid the rest of his life? Every time something happens with a young adult people want to talk about how they need guiding and direction at that point in their life. Its too late by the time these criminals have escalted to this kind of behavior. I bet the parents just slapped him on the wrist on his previous criminal activity and let him be to escalate his behavior. Whats next? This kid id destine for prison.

Don’t you people have anything better to do than pass judgment on people that you don’t even know. I would think that all of you righteous people would have something better to do than sling mud – like why don’t you spend sometime volunteering for a charity or maybe go to church. I have known this child his entire life and he is not the monster that the paper makes him out to be. In fact I know that the sergeant that was at the scene that night did in fact say that the car went out of control and struck the police car – NOT ON PURPOSE. It was a slow news days – needed some dramatic news – so the poor kid got to be the big news.

I have known this kid since he was in Kindergarten. He is not a monster. He is making very bad choices. Why do some always want to bash these children who obviously need some help and guidance? This is the time children need to be surrounded by stable, caring people who can guide them. 17 or not, he is still a "child" in my book. He needs to be punished for his actions but hopefully the system wont throw him down the drain like they usually do.

What I am suggesting is that young people (men and women) who have had problems with the law (misdemeanors) and are non-violent, be given a second chance. It worked in WWII, Korea, and Viet Nam. There are probably thousands of young people that could benefit from something like this. I realize that the "modern" military is different from the past but there are many lessons to be learned from past experiences.

Badgelvr I have to agree with Patch on this one, times have changed since Nam and Thank you for your service, The whole concept of the Military has changed as well, they want Good Men and Women only in the armed forces they are a lot more select at who gets in and who dont, yes there are bad apples that sneak thru the cracks, or people who crack once they are in as proven in Ft. Hood, and then there are times when our own Gov miss evalueate a person. But all in all our Military is made up of Law abiding citizens, and they do Not want societys dropouts.

Patch: I spent MY time in Nam. How about you? Want to compare stories? Can't be anymore difficult today than it was then. The military teaches DISCIPLINE. That's was this kid as well as millions of other need. Seems to me that YOU need a wake-up call.

The whole story is printed right above our comments! This kid is mixed up and it is no ones fault but his own! At the age of 12 we know the difference between right and wrong, there is no one to blame but him. It doesn't matter if he was raised by Mother Teresa or a diesel mechanic, he has a brain, but doesn't use it apparently. JMO

ok so i love how everyone is trying to blame the parents. this family consists of TWO kids...and i don't think the other one is even close to this way! ever think that its MAYBE the friends they have?!? think before you put stuff on here. this isn't matlock we don't need to solve crimes.

Patch - OK, I'll expand on my comment. There needs to be some kind of military exchange program (like school). The only thing is they should get sent to Siberia and see how they like it now.

people amaze me on some of their comments. how many people with educated brains are incarcerated? yes people are stupid as to committing crimes but we overlook the crimes within or government officials and some of the greatest crimes are committed by very intelligent people. But now these people get the red carpet treatment.

The criminal justice system is overloaded. As are jails and prisons. Plea bargains are negotiated by the DAs office and Defense attorney which, in most cases is a Public Defender who has no time for trial so ends up with a plea bargain. You can't blame the entire criminal justice system for the problems we face in regard to what to do with people who break the law. I do think electronic montioring, community service, etc. are good starts. But eventually, people need to be put behind bars. Whether juvenile or adult jail has been the punishment for hundreds of years. Apparently there are a lot of people out there that no longer value their freedom.

No one ever blames our Criminal Justice System. They get plea bargains everytime they get arrested and no one has to take responsibility anymore. The parents try but if they try too hard the social services get involved...so your damned if you do and damned if you don't.

a lot of you state that Jail (Prison) is college for idiots, and they come out with a better knowledge on how NOT to get caught.... But think about it.. who is teaching these kids on how not to get caught, (or how to become a better criminal)?? Now Think about this .. the "teachers" or "Instructors" in there already got caught once and are incarcerated....Do you really think that they a a full brain between them??.... they are not a bunch of Rhode Scholars in there.. so how much smarter do you think they come out???... Just a word of thought !!!!

I guess your right about jail! I just had an idea,with the cities snow removal laws on sidewalks,give them a list of seniors or handicapped people and assign the removal to the punks if they are not completed as directed a simple call could be made and then some other sort of punishment could be added.oops how can they shovel with one hand holding up their pants and one on the shovel my bad

Define "Great Parents". Some think if you don't beat your kids, give them everything and anything they want and take their side in any dispute whether the kid is right or wrong is a great parent. I know a lot of those "great" parents who are dealing with out of control 13-17 year old, my own nieces and nephews included.

Many parents look like they are doing a great job from the outside but inside those homes it is a mess and this is the result.

At one time in our history, the courts would give a kid like this an ultimatum. Join the Army OR go to jail. Seems like this might be a good alternative for this kid.

This would be a case of what happens when an underage kid tears into Dad's liquor cabinet, gets loaded and plays a couple hours of Grand Theft Auto then decides to go for a drive. Seems that some folks are having a hard time with reality this week. This is, of course, only my opinion but it fits the story like a glove.

Why do we always have to blame it on the parents?! It was his choice to make these bad decisions. I'm sure his parents did not teach him its okay to run from the police or teach him its safe to drive at high rates of speed through stopsigns with his lights off in the evening. Some kids come from great homes and decide to make these bad decisions. Why keep putting the blame on the parents.

miltonalum 17 is considered an adult and I listened to this incident on the scanner last nite and the JPD did a great job getting him into custody without any real tragidy. I also agree with cardtrader, to warehouse young kids doesn't solve the problem some do fall into more serious behaviors as to the lack of programs in the jail to help them and being taught by some of the inmates that refuse to change. I know this comment will not sit well with the high and mighty in here who think their glass house is safe. but as a parent who has had kids in the system I have seen them come out of jail much angrier and with much more knowledge on how to not get caught and where the easier money can be made. I was surprised that the parents were not blamed on this kids behavior. I amd also glad nobody was seriously hurt in this incident.

Glad the police officer's are ok, but as far as this kid and jail so many times these kids go to jail and come out with more knowledge on how to commit bigger and better crimes they seem to get meaner and dumber while incarcerated. Jail is nothing more than college for idiots. But what else can we do with them fly them all to afganastan and drop them off with no weapons just the cloths on there backs

Although the punk is 17 he made adult choices and,ran stop signs with no headlights that could have caused a serious accident as well,but he rammed a police car! he should be charged with attemped murder.I,m sick of, he is minor crap lock him up for 5-10 years one less punk on the road,that would be beautiful!!!!!!

For purposes of criminal prosecution, a 17 year old IS an adult. Anyone under 17 years-old is considered a juvenile, unless waived into adult court after initial hearings relevant to the nature of the crime(s), etc. However, a 17 year-old (or younger) is considered a juvenile if they are the VICTIM of crime.

I dont understand fully how they can release the names of minors sometimes and other times cite the fact the suspect is a minor for not releasing the names.
