Review: No crime in disputed veterans spending
MADISON, Wis. (AP) — The Wisconsin Department of Justice says it won’t charge anyone in connection with roughly $700,000 in unauthorized spending at a state-run nursing home for veterans.
Assistant Attorney General Paul Barnett says the agency’s review did not find enough evidence to bring charges and it would not appropriate to seek civil forfeitures, either.
DOJ started investigating after the Wisconsin Department of Veterans Affairs requested the probe in July.
At issue was the purchase of a fire truck for the home’s fire department, an automated packaging system for prescription drugs, storage systems and two $25,000 grants to community foundations. Spending for the purchases had not been authorized by lawmakers.

I never suspected this was criminal in nature, but it's still quite bizarre. This seems to go well beyond misunderstanding what's budgeted, and into the territory of playing brinksmanship. Surely they understood their spending is subject to audit.
