UPDATE: Wis. budget debated Thursday night

MADISON — The partisan battle over a plan to close $1.6 billion of Wisconsin’s budget shortfall began Thursday evening with Republicans objecting to changes in the state’s liability laws.

That was a precursor to what was expected to be a long and contentious final meeting of the budget-writing Joint Finance Committee before it forwards its two-year spending plan to the full Legislature.

Republicans hold a minority both on the committee and the Legislature, making them unable to stop the plan put forth by Democratic Gov. Jim Doyle and worked out in private with fellow Democratic leaders of the state Assembly and Senate.

Despite being unable to change the plan, Republicans instead are trying to accentuate its tax and fee increases that they say puts the state down the wrong path in the midst of a recession.
