Curb and gutter is replaced as needed

Curb, gutter, and sidewalks should all be part of the general fund just like roads and sewer.
Everyone benefits and should share the load.

And there was no assessment. I paid 5,000 for 160 feet of new curb, gutter and road improvements. I'd be happy to show you the bill I received the day the work was done. It was not added to my assessment, I was expected to pay with real money. And just having an appraisal done to take advantage of lower interest rates, I can tell you that I have lost 20% in property value on a 5 year old house.
My point is that curb and gutter and road improvements should be done as needed and stimulus money should be used to pay the property owners portion.

Who benefits when the value of the property decreases due to the economy?

Technically, as City Manager Levitt explained when this was approved, the property is assessed for the improvement. The value then stays with the property to the next owner, who also benefits.
.
Also, this is not stimulus money, which isn't available for non-arterial streets in any case. This is just routine end-of-lifetime curb and gutter replacement.

FYI-The homeowner pays a portion of the new curb and gutter and any road improvements. I learned this last year. It's not cheap either. So I hope people realize that even though the stimulus money helps fix roads, etc. You the homeowner are responsible for a part of that improvement. I do not believe this is true for road resurfacing, but any actual improvements (curb and gutter and any widening of the road).
