From the WCLO newsroom:

The Janesville Police Department prepares to honor its next chief with an appointment ceremony Saturday at Rotary Gardens.

Deputy Police Chief Steve Kopp says the type of ceremony being held for former Deputy Chief David Moore is significant, because it doesn't happen very often. He says the reception starts at 9:30am, with the ceremony beginning at 10am. The ceremony includes an honor guard, musical selections, speakers and Moore's swearing-in by the city clerk.

The reception is open to the public.

I'm sure it was intended for the right person, ljs64.
.
Looking forward to attending as a representative of the central neighborhoods that Moore has designated as a top concern. I don't know if we gave Mahan such a welcome, but Moore's long service to Janesville certainly warrants it.
