City closes Elgin and Joseph streets

From the city of Janesville:

Because of high water levels, Joseph Street in Janesville has been closed to through traffic. Elgin Street from Charles to Joseph also has been closed. Individuals owning property on these streets may continue to access their property. For questions, call city operations at 755-3110.

What about a roundabout on the streets in that area, to take the water right back to it's source. On that note, has there been a solution to that "dangerous" intersection at Wuthering Hills and Milwaukee St. yet? It was so dangerous, nothing was ever done about it...
