Fatal 1999 crash near Janesville sparks new legislation

MADISON — Lawmakers are considering tough new regulations on traveling sales crews.

The legislation is designed to prevent tragedies such as the 1999 crash near Janesville that killed seven members of a traveling magazine sales crew.

A bill to be debated Tuesday in the Wisconsin Senate aims to improve the working conditions of young people who spend summers making door-to-door sales.

The bill would require companies that employ sales crews to register with the state and follow new rules governing workers' pay and conditions.

The Senate approved a similar bill last session, but Assembly Republicans blocked it over business concerns. With Democrats now in charge of both chambers, the bill is expected to pass.

gixxer: Yep I do occasionally speed. Many people do. I suppose I am a little more of a danger to others but I'm not one of those idiots who feels the need to weave in and out. Let's see, Delavan was over 10 years ago and Dane County was 3 years ago next month. It isn't a yearly thing, not that I care. I guess if it is me pulled over then I guess it saves you;)

eetech; Sounds like you have a bit of a driving problem,being pulled over so often could mean your possibly a danger to others? Are you maybe a little confused at times. Regardless that's o.k. keep paying those fines because your right,you may be saving the rest of us tax dollars.LOL !!

i read the link that was posted in one the very first posts. how very sad this whole thing ended up for all involved. i don't think the police did anything wrong. isn't a known fact that police radar everywhere to catch speeders? for that reason people should becareful when driving because the police are everywhere. it seems a little crazy that it is 2009 and there is just a law being passed now.

gixxer: I hate to say this, but you're wrong. There was an article in the gazette not too long ago (maybe a month or two ago) about Rock County police stepping up their presence on the interstate between Beloit and Janesville. I myself was pulled over in Dane County for speeding on 90 Southbound by Dane County. They have the right to run radar on the interstate if they feel the need. I was also pulled over on I-43 by the Town of Delavan police. I didn't complain and whine about it not being their jurisdiction. I paid my fine and went on.

Tom..... Seems I'm not the only one that thinks you're a few bricks short of a full load. If the township was running radar to generate a little revenue you should be thanking them as it would be less they would ask for future taxes; but then again are probably one to complain about both in the same sentence. GENIUS!

I feel that the biggest traggedy of this is the loss of lives, but what I also fined to be disturbing, is the fact that it takes our state so long to get off their butts and do something.It's sad to think that our government moves slower than molases!

gixxer- I just find it ironic that the families of the victims don't blame the police, yet others are so quick to. It always frustrates me when the easy out is to blame the police and the accountability for one's actions are forgotten about.

Only when they are requested by the state agency otherwise it is not their jurisdiction to patrol the interstate. And spark I'm not blaming it on the police, I just feel that theres a protocal to be followed and sometimes local law enforcement tends to abuse this.

And the officer wasn't in the ditch hiding in the weeds. He was in plain view in a turnaround lane near Manogue Road.

...and by the way, for those of you that think local police don't have any right or business being up on the interstate. Get your facts straight. They have every right to do so and they usually help the State Patrol out when need be especially near the cities.

Ohboy here we go! sounds like a feud is about to happen,In a way,I kind of agree with tom3205 in regards to the milton police in the ditch on the interstate, Local law enforcement really don't have any reason to be patroling the interstate, That's what we pay our state law enforcement to do.

tom3205- You need to get a clue. "When that scared driver got up?" You mean the one that was traveling at almost 20 mph over the speed limit without being belted in? You are one ignorant human being if you're blaming this on the police. God forbid the police actually do their jobs. I got news for you pal. If it would have been a State Trooper, the same thing would have happened. I cannot believe you even posted that. One of the dumbest things I've honestly ever read.

tom3205: I can't believe what I just read. Are you serious? It sounds as if you are blaming the police for this accident. They have the right to run radar to keep our roads safe. To say what you did is extremely ignorant at best. It was a very poor choice that the driver made that caused this accident not the police.

As was posted by imatim2: "...can't fix stupid", seems to fit you.

Superdave.. Yes the driver tried to switch seats. Why ??? Because a Milton Township police car was lying in the weeds, trying to generate some ticket revenue. When that scared driver got up, he probably put his hand on the steering wheel, spining it, & therefore causing the van to spin out of control. If that Milton township police car had NOT been there, those seven kids probably would not have died that night. I'm not positive, but I think the Milton township police have stopped their efforts to police the interstate since that terrible night. IT JUST IS NOT NECESSARY.. i DON'T SEE HOW "SELLING MAGIZINES" HAS ANYTHING TO DO WITH THE ACCIDENT.

I applaud the incredibly swift action of our legislature. Only 10 years to get a law changed must be some kind of record for that group. Now how about doing something about all the drunk drivers that cause a heck of a lot more carnage than traveling magazine salesmen.

fatalities like this are illegal. The government is finally putting together the proper legislation concerning that particular job. How old one has to be, background checks and proper identification/drivers license, etc. It's terribly sad that so many had to lose their lives before something is done.

Thanks tibetrin! Looks like the driver did indeed try to switch positions, causing the accident. As tragic as this accident was, I hope the legislation somehow relates to preventing this in the future, and not just creating more red tape for small businesses.

If I remember correctly, speed and trying to change positions in front seats were part of the accident. I will have to read up on it as well.
