City council to hold hearing on street conversion

A street conversion would allow emergency vehicles better access to Mercy Hospital, according to the Janesville Fire Department.
Mercy officials are requesting a portion of North Franklin Street be changed to two-way between Highland Avenue and Mineral Point Avenue. The city required Mercy to perform a traffic study, which concluded the conversion to two-way would work. The project would cost an estimated $36,000, which includes intersection modifications, signage and roadway marking changes. The funds will be provided by TIF District 33, which surrounds Mercy Hospital's latest building addition.
A roundabout could also be added in the future.
The Janesville City Council is scheduled to take action on the proposal after holding a public hearing on the street conversion Monday night.

The streets have been modified so it's slow getting around downtown. I don't even bother to drive down there any more.

The original conception, of Franklin northbound and Jackson southbound, was long ago crippled by the conversion of Jackson to essentially a through access parking lot. Franklin lost a lot of traffic when the Y was allowed to expand its complex. Almost all north-south traffic that I see uses Washington/Pearl. Possibly returning it to two-way will make it more of a "bypass" for the complex while improving access -- although I see more benefit for the Dean Riverview Urgent Care facility than anything Mercy has.

Anyway, can't hurt, will probably help, purpose of one-way long since obsolete, and with the other Jackson/Franklin conversions, what are we sitting around waiting for a traffic study for? Do it already.
