MADISON, Wis. (AP) — Low-income adults who don't have children can now apply to receive health insurance under an expanded state program.

Gov. Jim Doyle says applications are being accepted online at www.badgercareplus.org.

Benefits start on July 15 and will cover basic health care services, including primary care and generic drugs.

To qualify the person must be a Wisconsin resident, have no dependent children living with him or her, and earn less than $1,805 per month, or $2,428 for a married couple.

An applicant also must not currently have health insurance or have had access to insurance offered by an employer in the past 12 months.

The governor says the plan will provide an insurance option for up to 40,000 people.

tj24 who cares? Well, I guess if your parents lost their jobs and couldn't get through to the unemployment office because of staffing issues, you'd care. Or if you applied for other assistance and it was delayed for the same reason, you'd care.

This whole revamping of the program still is not helping the people it needs to help...!!!

My parents can't afford the premiums they would have to pay to carry their employer insurance. However they can't get this insurance because some is offered. And if they applied for help with foodshare or something they wouldn't even take in account what they have to pay out to premiums. It's really ridiculous.

I wish they'd get it together for everyone to be covered for basic services.

Mikki, who cares where the money is coming from. There's a 1000 things they pay for that are wasteful that they should cut first!

With the state in the hole and state workers threatened with furloughs, how are they going to pay for this?

No, it is just a "processing" fee. In addition, if a patient wants to receive a reduced payment for the COBRA premiums, they need to call an 800 number to apply.

i agree with the comment about the $60 fee - i dont know any insurance that you have to pay a fee up-front to apply. also this insurance is for lower income people (who may not have $60 to pay to apply for something)

What the article fails to mention is that there is also a non-refundable $60 application fee.

Computer access is free at nearly every library in the state. Don't be so judgmental, nutty.
