A Chippewa Falls man will spend a year on probation for ramming a vehicle into the rear of another vehicle and using a baby stroller to smash windows on the front of a nearby residence in Eau Claire County.

Troy D. Woodford, 19, 11736 28th Ave., pleaded no contest in Eau Claire County Court to three misdemeanors: two counts of criminal damage to property and one count of disorderly conduct. A felony count of stalking was dismissed.

Judge Michael Schumacher fined Woodford $895 and ordered him to pay $4,650 in restitution.

According to the criminal complaint:

A 17-year-old girl called police April 28 to report the incident. The girl was pregnant with Woodford’s child and previously lived with him.

Woodford started calling the girl the previous day and threatened her several times. Woodford said he was going to come to her home and kill the girl and her friend.

The last call, which the girl did not answer, came at 12:05 a.m. April 28.

A short time later the girl noticed a vehicle coming up her driveway. The vehicle crashed into the back of her friend’s vehicle.

Woodford then got out of the vehicle, picked up a baby stroller and smashed windows on the front of her house on U.S. 53 in Washington Township.

Authorities found Woodford at Wal-Mart on Eau Claire’s south side and took him into custody. Officers noticed Woodford smelled of intoxicants.

Wouldn't you think using a vehicle as a battering ram would warrant attendance in an anger management class?

Based on his records of previous convictions, I think the judge should have made alcohol and substance abuse counseling a mandatory part of his sentence.

This could end badly.

The key point here is that nobody was actually injured in all this havoc. Making the victims whole involves restitution, which he can't pay if he's in jail earning zip. If he does fail to pay the restitution, or commits any other offense, he can be hauled into jail after all.
.
I have no doubt the justice system hasn't seen the back of him, but the law makes very few assumptions about future behavior.

He pleads "no contest" to charges that net no jail time, while they just drop the felony count. Now that's taking a bite out of crime!

And they found him at Wal-Mart... for some reason I doubt he went there to buy a new baby stroller.

I agree. That's all he gets? one year of probation. for threatening someone and causing all this damage. You get worse than that for not wearing a seatbelt.

If you glance at this guy's other court records, you can see that he definitely has a substance problem. To be only 19 and so troubled ... I hope he is smart enough to get some help ASAP.

Okay, I'll start. That's it? All of that activity and only a year's probation? This guy must be related to the judge. How's that for jumping to a conclusion.

Unless this guy gets some serious help, I doubt we are done reading about him in the police reports.
