Beloit Police Chief retires amid concerns over affair
From the WCLO newsroom:
Concerns about a personal relationship between former Beloit Police Chief Sam Lathrop and a subordinate led to his decision to retire.
Beloit City Manager Larry Arft says he first found out about the relationship two months ago. He says he began a dialogue with Lathrop about the potential impact on the police department's chain of command. There's no specific anti-fraternization policy at the city. Arft says there are policies about unbecoming conduct, command level, maintaining certain ethical standards and standards of conduct.
Arft says there has been no impact on the subordinate's employment. Lathrop, who abruptly resigned late Friday, is going through divorce proceedings.
Lathrop says his relationship with Sgt Pam Barney is intensely personal and not open to discussion. He says it did not affect public safety in any way.

When you are involved in an affair, you are going to hurt people. When the affair comes to light, you will have to answer to those people and face the consequences. When you are a public official and do something that makes people question your ethics and conduct, you will have to answer to the taxpayers.

GazetteXtra and Beloit Daily News, now if you could find out who the drunk driver was that wrecked the Beloit squad car while the man was driving drunk on the bike trail and wrecked the squad car that would be nice or don't you want to bother . inquiring minds want to know .

One would expect the highest law enforcement officer in the city to hold himself to higher standards than this.
One would expect a sergeant on the PD to hold herself to higher standards than this.
One question I would have would be is, how long did the affair last and how long was this officer a sergeant?
Another question would be is how long did the city manager and others in a position of authority know of the affair?
Another question would be, are there other top management individuals who have these types of character defects that allow them to behave in this morally bankrupt, dishonest fashion? Perhaps these people should be monitored a little more closely to see if they are indeed qualified to hold these positions. After all, they are paid dearly by taxpayer funds, many of them making $100,000 and more, the taxpayers have a right to expect the best for this kind of money.
Yes some of those questions have been "answered" by some of the parties involved, but sometimes there is can be just a little bit more to the story than gets published.

Roadmaster did nothing but post the law as it is written. He/she made no comment other than that. As many of you have stated on other posts the law is the law. It may be a stupid law but it is the law and these are Police Officers.

When married people have affairs, someone is getting hurt. An affair proves that the adulterer is being unfaithful to the person he or she took vows with. Im sure Lathrops wife must feel devastated. Affairs definitely display the integrity of the individuals involved. BOTH PARTIES. Good move to step down. If he treats his wife with this kind of disrespect, how does he treat his suboordinates?

I know Chief Lathrop personally, and I am saddened to hear of the situation. He is a normal, good guy and his wife is wonderful. How unfortunate.

Considering the two parties engaging in adultery do not have to incriminate themselves, proving two people had sexual intercourse would seem to be difficult without video.

As a commoner in the city and visitor to many places within Beloit, I have never felt unsafe to take care of my own personal business. It is difficult to keep your personal life out of the work and public life in any job, but as a public official, they lose ANY privacy.
