Delay for downtown parking structure

The City of Janesville's engineering department recommends bids be rejected for the new downtown parking structure, but that shouldn't delay the project very long.
Engineering Manager Mike Payne says the bidders submitted exclusions and additional conditions on the bid forms. He says the city isn't rejecting the bids because they're not within budget, but because they weren't submitted appropriately.
The city council decides Monday night whether to reject the bids. The contract should be awarded in late August so work on the structure can start in September.
The parking structure is planned for Wall Street and North Parker Drive where a previous structure once stood.

So what was the reason they tore down the orginal parking structure? Was it in terrible disrepair? I don't remember why it was torn down but I though there was talk of it being too big and never filled and was too much money to maintain? I'm just curious why the old one had to come down and now we just have to put one back up?

That means that the bids contained additional work, etc., of excluded work that was part of the original request.
That's usually enough to get bids excluded.
