Potential buyer for former Case Feed building

A dilapidated yet historic Janesville building might soon have a new owner.

City officials say there's a buyer interested in the former Case Feed building at Rockport and Center. Gale Price, manager of building and development services for the city, says the city shouldn't have any liability issues with the building because it was already deemed unfit for human habitation.

The new buyer has an engineer's preliminary report assuring the current safety of the structure. The buyer has suggested several commercial and residential uses for the property.

Here is an update on the Case Feed building from the city website:

On Monday, February 16, City Council members were sent a letter from K. Andreah Briarmoon and Hand in Hand Forth Ward, Inc. regarding a proposal they are working on for the Case Feed Building. City staff has recently had discussions with two potential property owners regarding their interest in redeveloping this building. One of those property owners is Mr. Gideon Ngobi. Gale Price and I last met with Mr. Nygobi on January 29, 2009. At that time, Mr. Ngobi was intending to use the western portion of the building as office space (both floors), and make the warehouse portion largely available to community groups. Mr. Ngobi presented an engineer’s report and indicated that he was working with contractor JP Cullen to obtain an estimate for renovations. Staff encouraged Mr. Ngobi to approach the potential community groups regarding their need and interest for facility space, to provide the City with copies of his cost estimates from JP Cullen, and to submit a proposal for what he was seeking in City assistance. When staff did not receive any additional information, the February CDA meeting was cancelled.

Staff is continuing to work with the second interested party on their concept plans. Please feel free to contact me if you have any questions.

Thanks, Walker. Here's the text. Note that there's nothing substantial. No real proof that the building is safe and that the "plans" are believable and viable. Seems like a stalling tactic for the purpose of creating another spectacle.

922 Rockport Road Update (Case Feed Building) (from Gale Price, Manager of Building and Development Services) TRUMAN
The most recent update of this item was in late December, 2008. That update was a followup to a complaint from Councilmember Truman regarding the building being unsecure and continuing to dilapidate. The property was immediately posted as “unfit for human habitation” and the owner was given a deadline of January 15, 2009 to respond to the posting.

Since the posting of the property, Andreah Briarmoon, the realtor for the property, has contacted the Housing and Neighborhood Services Department representing the contract purchaser whose name is Gideon. They made the contact in order to inquire regarding any City assistance that may be obtained to facilitate the project. Since a contact has been made, Community Development has not interjected into the process with enforcement.

At the January 21, 2009 Community Development Authority (CDA) Board meeting, Ms. Briarmoon introduced the potential project and Mr. Gideon. They have conceptual ideas for the project with uses that could include a warehouse/equipment loan space, a computer lab, a transitional housing unit in the upper level and support services for those persons.

They have indicated that a preliminary report from a structural engineer has been completed and that the building is safe, but that documentation was not provided to the Board or Staff. They will be returning to the CDA Board for review of a full plan at its February 18, 2009 meeting. Staff from Neighborhood Services and Community Development will be meeting with Mr. Gideon on Thursday, January 29th, to discuss his potential project further and to guide his preparation for that meeting.

In the meantime, Community Development Staff will send the current owner and the realtor a notice requesting a copy of the preliminary engineering report since the deadline for submission of that information has passed.

Staff will provide an additional update after the February 18th Community Development Authority meeting.

Hannah do you ever have anything positive to say Do you even know andriah briarmoon? Or do you just go by the crap you read. I know her and she is not a bad person just because she stand behind her beliefs makes her no less then you. I am grateful this property has a buyer and I can't wait to see the improvements.

Exactly, hannah, and the point is who bought it, I assume. If it is Grafft as the hints below rather loudly suggest, it wouldn't be too surprising as he both has an interest in the downtown and has undertaken rehabs before.

This building is critical if the city hopes to retain/rehab Center & Rockport as a walkable retail district, as suggested by Vanderwalle during the comprehensive plan process. It's a great visible structure. I've always hoped it could be a stylish restaurant/tavern along the lines of the Speakeasy, perhaps turning the loading dock into an outdoor patio.

At least someone will get a commission out of it. She tried to get the city to buy it to be her little community center. And you know who would be mayor of the community center. But it's not like Wilson School and the churches don't already provide space.

I always thought the old jail would have made an interesting restuarant. Servers in the old black and white jumpsuits, the cells used for some of the eating area. The old rec area for outside seating in warmer weather.
