Sex offender released in Janesville
JANESVILLE—The Wisconsin Department of Community Corrections has notified the Rock County Sheriff’s Office that it is releasing sex offender Matthew A. Low, 24, from prison today and placing him at the Rock Valley Community Corrections facility, 203 W. Sunny Lane.
Low, who was convicted of burglary and third-degree sexual assault in 2002 and 2005, respectively, is not wanted by police at this time, according to the sheriff’s office press release.
Low sexually assaulted two male acquaintances, age 6 and 9, on multiple occasions while baby-sitting. He also sexually assaulted two other male acquaintances—a 12-year-old once and an 11-year-old multiple times over one year.
Low is to have no unsupervised contact with minors, taverns, and bars, liquor stores or with his victims. He also is not to consume alcohol or drugs and must comply with standard sex offender rules, cooperate with electronic monitoring and have face-to-face contact with law enforcement in addition to complying with all requirements of the Wisconsin Sex Offender Registration Program, which includes being a lifetime registrant.

beachsexton, take a breath friend. I was trying to make a point about sexual preference and I was QUOTING posts (not my own) from another thread. Given the benefit of hindsight it was a dumb thing to do.
I'm flattered for the quick study but you're tilting at windmills.
I am firmly in the camp that this man is a pervert and should not be running free. I hope his suffering is greater than the suffering he caused those boys and their parents.

That concontradicts his comments here. Let me get this straight max, we are haters for thinking Matthew Low received a lenient sentence for letting his desires damage these young boys, but when it comes to Daniel Anderson and the young girls, you state that you "cannot value nor respect" his tendencies? Are we supposed to refrain from being "haters" for just the one case or in general? Funny, you are the only one ever tying sexual preference to this story. I think the act and the punishment are the points of the blog.
Maybe you could take a tip from your own list of 'frustrations with these blogs'. Stay on topic, use logic, refrain from your fact-less comments, and I'll toss in one for the Gazette by saying refrain from libelous comments.

Spikesmom, well said and appreciated. One's sexuality has nothing to do with whether or not one is a pedophile. I don't have a source but isn't it a well-documented fact that the large majority of molestations are girls molested by heterosexual men?

On another note, can everyone stop saying "sexual preference"? It's not a preference. I did not just choose one day that I was going to be gay. I was born that way and that is my sexual ORIENTATION.

You said what you said maxdetail. Remember to cover yourself for your libelous comments by stating it is only your opinion. You of all people should read what you have written in the past. Your comments regarding acceptance should be a cause of restraint in your quick labeling of this man's sexuality based on seemingly limited knowledge. Regardless of what he did, you have no idea as to his preference. I doubt anyone really cares what he likes. Most of what I have read here has been negative toward this guy, but only you crossed the line to label him. Funny thing is, I think what he did is wrong, but I am equally alarmed having you in my community after the statement directly above "Why must people be such haters, we should live and let live." I will leave it at that as I would guess the parents of the young children will find your comment quite offensive also.

max - I'm sure you could remove your post if you could, but being gay and being a pedophile are two entirely different things. I am pretty sure most gay men are not having sex with minor boys, or even want to. On the other hand, there are a lot of hetero, married men with children of their own molesting minor boys. truecitizen, the point I'm making is that every individual can proclaim what they think is right and wrong but without a basis, a foundation that is outside ourselves then we live on one long slippery slope.

These male/ female issue is not relevant! These kids were being baby-sat and then taken advantage of. I person's heteral or homo-sexual choices make no difference. I'm sure this gay man would like to be legally married to these young people and be able to express his love and commitment as well as receive the benefits of marriage that anyone else can have.

Only one of the sexual assault cases (with two charges) is on the CCAP database, from which I presume the other case dates from when he was a juvenile. Any sentence from that crime would expire when he turned 21.

beachsexton, I know it's popular here to think of the DA in such insulting terms, but the fact is that a plea deal guarantees jail time, while a trial always carries the risk of an acquittal. (In child molestation cases, it also requires the victim to testify, which is deemed further trauma.) This is why in Rock County and in every other county in the United States, more than 90% of cases are adjudicated with a plea deal. Also note that this was a third-degree sexual assault case, which carries a lower maximum penalty (it's a Class G felony; pot possession, for comparison, Class G for 20-50 plants). The sentence is for some prison and for a number of years of extended supervision (parole), during which the individual will have to comply with court restrictions on behavior and travel or risk returning to prison.

As far as the whole D.A. thing. It's all about keeping the jail and prisons from over flowing. The politicians want good numbers and taxpayers don't want to pay for more police, corrections etc. So this IS WHAT the flip-sdie will be. Early releases, signature bonds, plea deals etc. I'm sure the prosecutors are in communication with other local higher authorities before deciding what to do with their cases. How objective.

The District Attorney is the one that bargains the crime down. Either he is unable to gain a conviction on the original charge due to being too lazy, not having enough evidence, or being overworked based on caseload. For the charges to be filed and taken that far they had the evidence. Problems with the evidence can range from mishandling, tampering, improper collection, degradation, or many other factors. This is unlikely though. The reason for most reductions is from the dealing of the DA entering into a plea deal. The DA gains a conviction, or a "win". The DA will give a drawn out explanation they only have so much time and they are saving tax money with an quick settlement, but despite all of the recent plea deals the State DA's Assoc. still claims to be overworked and underpaid. How do their deals save them time, or us money? The only thing I can see it does well is make them look good at election time and me feel less safe at the convicts early release time.
They do that to obtain an easy conviction in a trade off for time and tax payer money. When election time comes comes around no one remembers any one specific case, but the DA will tout his conviction record to sound like he was successful and should be re-elected. Remember that at election time. Remember how many times you see cases like this, or drunk driving cases with multiple past convictions get off seemingly easy. Remember that when the DA refuses to file charges on a male in a domestic after he tears apart his own home with a baseball bat in a violent rage attempting to intimidate his wife while in the midst of an argument. Despite the past domestic violence charges, the man was released from jail the following day with the DA citing the legal right to destroy your own property. Somehow the State's District Attorneys have blurred the lines between taking the appropriate steps to reduce crime and taking the easy way out to save face for the next election. The plea deals and bargaining that goes on is a joke. If you want change, then you need to demand more and hold them to their decisions at election time. The State's DA Assoc. has been trying to increase the number of assistants as well as the pay for the DA's. I think they need to earn what they make now before they ask for more.
