Traffic slowed north of Janesville
Traffic has slowed on Interstate 90/39 as authorities respond to a crash near County M north of Janesville.
Two vehicles crashed near the 167 westbound mile marker at 12:46 p.m., according to spokeswomen from the Rock County Communications Center and Wisconsin State Patrol. No one was injured, and a call for emergency medical response has been cancelled.
The left lane was closed at 1:20 p.m. but was expected to reopen soon, the spokeswoman with the Wisconsin State Patrol said.

I-90 north of with WI/IL border will eventually be 6 lanes, but probably not until at least 2016 or later.

"The tollway has consulted with the Wisconsin DOT but there couldn't be coordination on I-39/90 work since Wisconsin doesn't have a timeline for adding a third lane in each direction on the freeway from the state line to Madison.

Larry Barta, project manager in the planning unit for DOT's Southwest Region office in Madison, said the DOT is at the "tail end" of the environmental study for the project, which also would include modernizing all the interchanges in the nearly 50-mile segment.

The major project, which will cost hundreds of millions of dollars, requires approval by the Transportation Project Commission (TPC), a state legislative body.

Once the environmental study is completed, DOT would go to the TPC to ask for approval for construction.

"2015 maybe would be about as early as I would expect money to be available if we get the go-ahead," Barta said.

Traffic counts on some parts of the segment already reach the level at which six lanes is considered appropriate.

Interstates are "backbone routes" -- the most important roadways -- in Wisconsin's Corridors 2020 plan. The DOT's goal for backbones is to provide sufficient capacity to keep traffic moving smoothly during normal weather conditions. For a rural freeway, that means traffic speeds can remain steady and vehicles have plenty of opportunity to pass and to merge on and off, with a high level of safety and a very low level of delay.

For the relatively level terrain that I-39/90 passes through, a six-lane freeway will provide these conditions when traffic volumes are between 55,000 to 85,000 vehicles per day.

"We can consider (expansion from four to six lanes) at 44,000 and up,"Barta said. "Sixty thousand is the point where we're probably really in need of it from a congestion standpoint."

Counts last year hit 55,000 vehicles north of the Wisconsin 11 interchange in Janesville and 48,400 south of that interchange. Counts from the Rock County/Dane County line north to the U.S. 12 interchange ranged from 51,700 to 54,800 in 2006."

There will be no 6 lane 90 even though its badly needed..All the money was wasted in Racine and Kenosha counties making 94 into EIGHT lanes which was NOT needed.
