Lt. Gov. supports change in DNR appointment
MADISON, Wis. (AP) — Lt. Gov. Barbara Lawton is again taking a different stance on a hot issue than fellow Democratic Gov. Jim Doyle.
Lawton is scheduled to testify at a hearing Thursday in support of a bill that would remove the authority for the governor to appoint the secretary of the Department of Natural Resources. Doyle opposes the bill.
The proposal would give appointment authority to the Natural Resources Board.
A majority of lawmakers in both the Assembly and Senate support the measure, but should it pass it appears headed to a veto by Doyle.
Doyle and Lawton have clashed on a number of issues recently, most notably the merits of Wisconsin's film tax incentive program.

It should come as no surprise that when he was Attorney General, Doyle "supported returning to the Natural Resources Board the authority to hire and fire the secretary of the Department of Natural Resources. He said taking away that authority was a "wholesale attack on the way we protect the environment" in Wisconsin. http://www.jsonline.com/news/opinion/372...
Just shows he has no integrity. It all depends on which seat he is sitting in at the time.
Same with line item veto...his views were quite different when he was Attorney General.

Well, I would expect any governor to object to removal of any part of his official authority, regardless of whether it's a good idea or not. It really doesn't matter which party. For that to happen, no matter the party composition, you would generally need to have a (veto proof) supermajority.

This is one of those ideas that is more complicated than it really appears. Does anyone think a citizens board (appointed by the governor) is not going to be political?

Shocking that a majority support this, yet Doyle is still the road block in the way. I really hope this passes. The Natural Resources Board should 100% be in charge of appointing this decision.
