Doyle's welfare proposals draw criticism
MILWAUKEE (AP) — Republicans are criticizing Gov. Jim Doyle's proposals to change the state's Wisconsin Works program as a costly gutting of the state's welfare reform.
But Democrats say the governor's proposals will provide much-needed help to families in hard times.
Doyle has proposed loosening the time limit on benefits, giving mothers of newborns up to 24 weeks of paid leave, easing penalties for infractions and allowing recipients to spend more time in school.
Republican state Rep. Robin Vos of Caledonia says Doyle's proposals could take the state back to where it was before welfare reform and encourage people to "stay on the dole."
But Democratic state Rep. Tamara Grigsby says even Doyle's proposals don't do enough to reform a flawed program.

Sweetieliz....SOME of the people we are talking about are those PEOPLE who never worked and are having baby after baby.
These people are scamming the system.
Can you understand the anger about people like that?

There is a simple solution to this. I have 2 neices that have 3 children apiece, one by the same father, one who has three different fathers. they both collect money from the state and work very little if at all. the state does nothing to these fathers and the one even lives with the father!! I say, stop being immoral and sleeping around with every Tom, Dick and Harry!!! Keep your pants up and wait till you are married! If you need help because a spouse got laid off or something so be it. Or if there is a divorce situation. But those of you single girls and boys, get a new hobby!!!

call1, just had to throw in a cut about unemployed GM workers didn`t you! Did they choose to be unemployed? No! They paid their taxes and are entitled to their benefits like everyone else. Get over it already! Complain about people abusing the system, not about people getting what they have earned.

Doyle gets elected because of his interest groups: the welfare suckers, gov. workers and Public unions (teachers, police, firefighters, etc). They want their raises and perks. In other words, most of Milw, and Madison the high population cities.
The dems have been playing that card Nationally and statewise for generations.

I know OF four generations of welfare bums and they are white. never worked but have their share of stealing /robbery/and armed robbery /the kids are little hoodlums due to their raising the mother has been in prison at least twice and countless times in Rock County Jail a real asset to Beloit Janesville and Orfordville .but their are plenty of Mothers that have worked most of their life.and to think i voted for Doyle i should be slapped.ps most of the family are younger females 14 to xx

Excuse me but some of us mothers have worked a job LONG before we had babies and went on maternity leave to help care for our children as a newborn.
I think its a good idea to give some paid leave, I am not sure 24 weeks is really necessary but I am sorry it is hard to make it work -- for anyone -- when you have to take time off. Things happen, babies get sick and have complications.
I would rather take care of my child's special needs for 12 weeks or less rather than shoving the kid off to some day care center which costs far more than giving a little paid leave.
Whatever happened to being a good parent. We complain all the time we aren't being good parents when half the time we have to rush off to work never having time to give them quality time and care. I at least think they deserve to have a head start. Its not permanent!
And let me politely remind SOME of you -- us working mothers have paid into that TAX BRACKET thanks. Not everyone is some poor welfare mother.
Imagine your income being taken away for 12 weeks and what if your child has an unexpected health issue and you have to fork the bill out of pocket in addition to what you have saved ahead of time to have the child?! Paid leave would help a lot until you go back to work.

Doyle is just pandering to his constituents... the welfare crowd who keep voting this fool into office. How do you think he keeps getting elected? He's got to scratch their backs to get their votes. He does this by picking your pockets.... tax, tax, tax. The real question is, why do the tax paying inhabitants of this state keep lying down for this?

Well put 916WI. I know 3 sisters who have never worked or contributed anything to the State. All 3 have children by multiple fathers. All 3 are very content. Their children are well fed and cared for and dress better than most kids I know from hard working families. What scares me is the message they are sending their own children. They are basically raising a whole new generation of State moochers!!

Outdoors.. Your hit the nail right on the head. Any man (or woman) who breeds, & then doesn't support that child, needs his or her butt thrown in prison. If the states going to support the kids, lets support the whole family.. Mom dad, & kids! Its disgusting the way society thinks they can go around with their pants down & then have us support the kid because they're to lazy to do anything. And don't give me the crap about getting laid off! Go work four jobs if you have to (Mc Donalds, Burger King, Gas Station.. etc).. Support the life you bring in the world. Before Welfare, thats what people did.. WORKED! Where ever they had to. So.. PLEASE.. besides.. you GM Privileged "Unemployed" are still drawing a nice check (without working).. unlike other laid off workers who have to actually work to survive. There's a big difference between someone who is in a transition period and needs a little help to get through it and a person who has made a career out of working the system and now just has one more way to exploit it. People that have never contributed anything shouldn't be eligible for any assistance, I don't care how many kids they have. It might not be the most compassionate way to look at things, but maybe these people would think twice if they knew they didn't have access to free money, food and health care for making a stupid decision......

Only a really, really stupid society in love with its own need for punishment of failure would pay MORE for childcare than they pay in benefits just so the mother doesn't "live off the state". HA! That shows THEM!

It should be obvious that the more rules and exceptions and demerits are built into the system, the more enforcement is needed. For most infractions the intervention of more than a letter is needed, pushing enforcement and paperwork costs alone above the value of the money the state saves. A punitive, infraction-based system, then, is actually more expensive in the long run.

Carlitosway, yes, actually I work with several agencies, so I do know a little about what I am talking about.
Maybe, if you would think about the situation, you wouldn't be so defensive.
If people below poverty level want to use sex as a recreational tool, then they should take precautions not to have babies they cannot afford. If people cannot afford to feed, house or clothe themselves, it is totally selfish of them to bring children into the world that they cannot take care of.
There are free forms of birth control issued by various agencies. To not use this is ignorance and laziness.
Oh, and I am not going to worry about those statments being made about me. Because I planned my children when I was financially able to care for them.

Anyway, that may be okay for someone who actually HAD a job to begin with, but many of these people didn't even work.
So this new deal is going to encourage more people to have kids.

Okay Carlito... first of all, I don't think your audience here consists of too many "silver spoon fed" or "nose in the air" individuals. You live in a very middle to low middle class community. We all have seen poverty and we all know people who have lost jobs. I believe this community doesn't take a Hitler approach to the homeless and poverty stricken as you suggest. You are very good at being overly dramatic. The fact is that there are people who need help and we need to have programs to help them. As a tax payer, I am a contributor to those programs. Don't be so naive however to think that the State has not become a haven for scammers. I know both legit people in need and those who are taking advantage of the system. Of those I know, the scammers are outnumbering the legits 3 to 1. I'm sorry you are losing your income, I'm confident that the State will assist you.

Maybe you that don't look at "poverty level" individuals as humans or worthy people, just a thought here, you could suggest Hitler type of elimination for them. Here we go again not a clue as to the low income people who actually live it. Yes it takes 2 to make a child and when 1 won't help what is the mom suppose to do stave it to death to please some of you hypicritical people. I have seen so many posts that are so negative to the low income individuals it makes me sick..... Maybe some of you silver spoon fed judgemental people need to have nothing or live in the shoes of some of these people before you get your fingers typing in here.I have worked all my life and been a single parent and have had to reach out to programs to help at times and now without a job and nothing to fall back on and no children underage there is not many programs to help individuals like me. So what if they help people in a time of need ? They raise the unemployment benifit and give funds for schooling for the ones without jobs at certain companies and noone complains then. But heaven forbid if they help a single mom or someone who has little to none to support themselves. Mikki how would you know if half of them have worked or not? Do you have access to info we don't? I know some of the people do abuse the system and usually get caught. Yet to deny help to these people is to deny the child, and I don't see that an option. I guess until you have had to go hungry/homeless or worry when your power will be off as to low wages and robbing Peter to pay Paul living paycheck to paycheck and sometimes not having enough,Maybe you should think before you make statemnts that someday may be made about you. I never thought I would be homeless but come the 22nd I will be as to work injury and loss of job. And having to deal with the corrupt insurance companies that won't pay the intitled benifits without a fight and court battle. Under the last govenor the little guy got the shaft and those that follow him are the only ones complaining. A little less in their budget for them to get!!!!!

My dearest housewife: You make it sound like it's totally the man's fault for "random sex" that results in unwanted pregancy. If no form of birth conrol is used, then both people are STUPID. However, a woman can tell for certain if a man is using a comdom. A man has to take a woman's word that she is on the pill. So if you want to put more blame on one one of the parties.... put more on the woman. She is the one making a more informed decision.

It's actually a cost-saving measure. The prior benefits made them work after 12 weeks- meaning the state paid daycare for that infant- which in Dane county is 250 a week, minimum. Add that to food stamps and additional costs (daycare babies get sick more, more medicaid bills and days off work)
So they can pay the new single mom $600 a month to stay home and care for her own baby, or they can pay a center $1000 a month to care for the baby. See how it actually saves money?
Of course, I am still a big fan of making it a felony for any man to not financially support his child. WHo knows, once you make it illegal to not support children, you might actually get MEN saying NO to randon sex, instead of everyone hating women for "getting pregnant'.... as if it's something we do by ourselves! LOL
