Man faces 11th OWI charge

KENOSHA -- A Kenosha man arrested after his car flipped over last weekend has been charged with what authorities say is his 11th drunken driving-related offense.

Deciderio Soto, 51, was charged with driving while intoxicated and obstructing an officer in the incident Sunday in Kenosha. A witness flagged down an officer after seeing Soto's car hit a barrier and flip, and then seeing several men try unsuccessfully to turn the car back onto its wheels and then pull Soto from the vehicle.

Soto also was charged with refusing to take a test for intoxication after his arrest.

The criminal complaint said he has at least 10 previous convictions related to drunken driving, dating back to 1991 in Ohio.

His preliminary hearing is scheduled Tuesday. He's held on $20,000 cash bond.

I witnessed the accident. I was the one who was lifted up and pulled him out the car. The Street he was going down has two schools and a big park it's usually full of kids thank God he only injured himself.

This is sooo ridiculous! Just the manpower required to chase these idiots around is expensive for tax-payers.

One offense, counseling and such..
Two offenses... lock em up for 3 years...
3 offenses... they're on the railroad train... never to see the light of day again! Who's rights are being destroyed here? All of us who live respectable lives.

Alcoholism is some non-responsible disease? Whatever...

localboy- you said it perfectly. But in Wisconsin it is more like you have to kill someone before the court will do something and then it depends on if it is a civilian or some type of government official.

woodsman- I think he found the right state to live in, it's proven WI does nothing to drunk drivers!
Godfather- I can call the kettle black!! I have never drove while drunk! I don't drink, ever! I don't take any type of medications, nor have I ever been that tired! not everyone has the life style you do so there are MANY who can call this kettle black!! You need to stop thinking EVERYONE is like YOU!!!

ljs64: The odds of him killing someone is pretty good with his record. He could of killed someone the first time also. It is just a matter of time before he kills someone or himself and those with him. Obviously he was lucky this time that he didn't kill someone; if those people trying to turn the car over were passengers. Why were they tring to turn a vehicle back over? We have had a family member killed by a multiple offense DUI and he went to jail for awhile, but is out now doing the same thing. I wonder if they will kill someone again.

I agree. A 'mistake' is doing it once. A 'problem' is doing it twice. A 'criminal' is doing it 11 times. Why is this guy not in prison?? I am sure some attorney is frothing at the mouth to represent this guy, and blame somebody else for his troubles. He is going to kill somebody some day.

I'm thinking legislation needs to be changed to make the penalties much tougher. 11th arrest? Are you kidding me!! After 2 it should be a jail sentence of at least a year. With no Huber privliges.

Godfather: Not everybody waits until they have been arrested over 16 times before they figure out it may be wrong. He spent time in a Lake Tomahawk correction unit and that did not help. I suppose he can not be deported??

Godfather, are you freakin' kidding me!? Yes, alot of us could probably admit to driving when we shouldn't, the difference is once we got caught we would, in theory, learn a bit of a lesson. I would certainly hope that I'd learn a lesson after the FIRST 10 TIMES!!!!! This is exactly what I ranted about on the story about the legalization of random checkpoints. The problem isn't as much the enforcement as it is the prosecution and sentencing of repeated and chronic drunk drivers. Do it once, could happen to anyone, twice, maybe you just slipped up, 3+ times, c'mon there's a problem and you obviously aren't learning anything from your mistakes, period, end of subject.

Don't be too quick to judge. How many of you out there can seriously say you have never gotten behind the wheel when you probably (or definetely) should not have? He was just unfortunate to get caught. I bet you can probably count multiple times you have driven when you should not have. That includes driving while fatigued, which studies show is just as dangerous, in some cases more dangerous, than driving while under the influence. So don't call the kettle black.

This whole thing will come down to,how many DWI'S does he have in wisconsin?? If it is his first here,then the ole slap on the hand.Why do you think these drunks move from state to state,TO START A BRAND NEW LIFE,or persay to start a new record!

Is this a joke?! Seriously? 11 and he is still free, our state laws are a joke for those of us who do not drink and drive. What is the deterrent? What is going to make people say, "No way in hell am I drinking and driving."
