Council to study conversion of Court and Milwaukee Streets

As the City of Janesville studies future transportation, dramatic changes could take place.

The city is investigating whether to convert Court and Milwaukee Streets into two-way streets.

In a city memorandum, Public Works Director Jack Messer says a study on the topic in 1994 appears to favor motor vehicle traffic and the ability to get vehicles through the downtown. He says that sacrifices parking, makes pedestrian traffic more difficult, and increases costs.

The city council discusses the street conversion at a special meeting Monday, and will decide whether to pursue a new study of the conversion.

As someone who has traveled both Milwaukee Street and Court Street every work day for the past 26 years, I think the thing that concerns me most is Court Street from Main going up the hill. Regardless of what type of vehicle I've had over the years, there's always been an ice problem on Court Street hill. Cars going up Court Street in icy conditions are unstable, I'd imagine those coming down would have less control.

Examine the 5pm traffic coming blind out of the Courthouse underground and making a hard right turn or jetting across to Parker Drive. Add a layer of greasy snow. Now change one of the three uphill lanes to downhill, and watch the hazard of driving on a snowy day increase dramatically. In busy conditions, on an icy day, one accident would be a chain reaction where vehicles coming down cannot stop and people going up would watch the accident sliding down toward them. Even one life is too much to pay for a few extra parking stalls and all the unrealistic "destination" traffic it hopes to engender.

Have you been to downtown Chicago lately? How about Dallas, Atlanta, Manhattan, Las Vegas, or San Franciso? Or for that fact, how about Hong Kong, Singapore, Shanghai or Manila Philippines? The trend to move to the suburbs is changing. More people are ditching this lifestyle and heading inward because of the suburban cookie-cutter retail selections, the same old standard eateries, and frankly, the lack of diversity, which is simply not available in the 'burbs - unless one considers Chipotle ethnic food. Our downtown Chicago (what the non-locals call 'The Loop') residents also realize that a car is not needed; hence they do not pay for parking. Let the tourists and suburbanites who come downtown pay the high parking rates. This only adds to the boom.

It has always astounded me: If someone has to park half-a-block from their destination downtown, many think they have to "walk too far" making downtown shopping too inconvenient. Yet those very same people have no problem whatsoever walking across an acre-size parking lot to traverse an even larger big-box store or shopping mall. I vote a resounding "YES" to 2-way traffic on Court and Milwaukee streets to slow the race-course traffic, to allow more parking (angled?), and so those who those who truly appreciate what a gem it is, enjoy a more pedestrian-friendly place. While we're at it, round-abouts at the various 5-point intersections would definitely make the area far more traffic-friendly, too.

Oldtimer, you silly fool. The Janesville City Council not hire an outside consultant??? There are only three guarantees in life, my friend. Death, Taxes, and Outsourced Consultants to "solve" Janesville's problems. Oh wait, I just realized there is also a fourth guarantee in life...Poop.

"DOWNTOWNS" all across America are dying or dead..Why??.. That godawful parking meter. Parking meters caused people to leave downtown in droves. Now it's too late to lure them back. Even with free parking, there isn't enough "CLOSE" spaces. If I have to park & walk, I may as well go to the mall.....PARKING METERS.. they did it. They are what caused "Malls" in the first place.

Iam all for it, and please City Council do not hire a consultant, make a decision we have city engineers and public works directors capable of doing the job. Lets get back to basics.

I happen to think that this "two-way street" conversion is a very important solution to the problems of downtown Janesville, and a brilliantly doltish distraction from solving the "actual" dilemmas of downtown Janesville's horrible reputation of being known all across Southern Wisconsin as a hideous "Downtown Janesville" kind of place. Yes, people, citizens of Evansville are mocking us!!!! To be honest, by decreeing two-way streets, the devolution of import of our downtown can be more clearly seen from both the driver's side AND the passenger's side from either direction, depending on whether or not the automobile in question propels its way toward Milton Ave from West Court Street, or from West Court Street toward Milton Ave. It will be kind of like a "Two-Way Autobahn Between Consumer Sectors". Yes, yes, the car in question might be hit by a tumbleweed or a stray bullet whilst in mid-transit through Janesville's historic downtown...but at least now BOTH sides of the car will be vulnerable. So make sure to buckle up and roll up your windows, people. Progress is at hand!!!!!

It's about time! Hopefully it will slow traffic coming down the E. Milwaukee St. hill. Also, people are never going to want to have a business downtown if you just have "pass through", one-way streets. For trucks and the people that just want to get from east to west fast, Centerway is the answer. The cost is minimal compared to the benefits.
