Rock County Board approves budget; saves $1.8 million for parks
JANESVILLE—The Rock County board this morning approved a $171.7 million budget for 2009.
That sets the tax levy at $55.03 million, up from $53.4 million last year.
The tax rate is down, though, to $5.38 from $5.46 last year.
The board chose to set aside for parks and conservation projects a $1.8 million, one-time payment from the American Transmission Co.
County Administrator Craig Knutson had proposed using the ATC money for parks projects and in other departments around the county.
Instead, the county will spend sales tax money on those items.

The money was originally for the parks and conservation, not other programs. It's a one-time monetary donation to the county for the permanent use of the land for a powerline. Knutson had to file a waiver with the Public Service Commission to use the money for anything other than parks and conservation.Even though he got the waiver, the majority of the board did not agree with the finance committee or Knutson on this issue. I am glad they did not agree. Financing conservation is the right thing to do, no matter where you are.

ATC is the company that paid the money. They did not get any.
As for how the budget ended up, I would suspect Thursday's paper will give more details.
