That was his plan, that there would be no shooting. He called from Walmart and said he would not come outside. He would lay down on the floor and not resist. He knew that the police would shoot him if he went outside (for good reason) so he played it safe for himself.
He may be a deranged maniac, but he was crafty enough to save himself.

Give him to the survivors and their family let them pass sentence!!! Thank God he turned himself in as more lives would have been lost.

He must have been upset because of the economy and hard times. I'm sure that's the excuse we'll here at some point. Isn't that what most whack jobs do when times are rough?
