Man really annoyed with county government

RICHLAND CENTER, Wis. (AP) — A man accused in day-long standoff with deputies — that ended after an exchange of gunfire, deployment of tear gas and a fire — wouldn’t talk directly about whether he fired a gun.

But Bob Bayliss, 60, did tell the Wisconsin State Journal of his growing disenchantment with county government.

Bayliss faces nine felonies, including attempted homicide, after a motorized assault and shoot-out at his 18-acre property in Viola April 3.

In an interview with the newspaper at the Richland County Jail, he said his growing disenchantment with county government stemmed from two incidents.

One was a road-widening project that resulted in the loss of his well, which forced him to spend the past several years filling big blue plastic barrels with water from springs and friend’s sources. And the second was a visit by Richland County authorities in 2000 to deliver a tax delinquency notice for taxes he said he had already paid.

He would not comment directly on whether he shot at deputies.

Bayliss doesn’t trust lawyers or the government. He had hoped to hire one, but can’t afford it. He dismissed a public defender because he didn’t think such a lawyer would be objective.

Egocentrism. The entire world is focused on you and everything that is done is done only for it's direct effect on you. There are no motives that do not include you. Ordinary things become more valuable and work better if they are owned by you. If any action affects you adversely in any way, it was performed solely to inflict suffering upon you. Recognize anyone?

I am sure the county offered him a well relocation package, but I am sure he declined it. Did he have proof he paid his taxes? I am sure if it was a mistake on the treasurer department, they would correct it with some proof. Some people are just not willing to go along with the program. Can you say K. Andrea Briarmoon?

This guy was really annoyed. I would be interested in learning more of the circumstances leading up to this apparent breakdown. Some people are very hard to deal with and it makes a government official's job difficult, but everyone deserves a little respect and understanding and my experience has been that even some of the most difficult people will respond positively to a fair share of both. I am in no way excusing this man's behavior, but perhaps something could be learned to help avoid a similar situation in the future.
