Janesville Director of Administrative Services and Assistant City Manager Herb Stinski is retiring.
The following is a statement from City Manager Steve Sheiffer:
Herb Stinski has informed me he will retire effective April 18, 2008. Mr. Stinski serves as both Director of Administrative Services and Assistant City Manager. Mr. Stinski joined the City as an accountant in 1973; became Director of Finance and Administration in 1987; and Director of Administrative Services in 2006 and Assistant City Manager on November 6, 2006.
Mr. Stinski has provided outstanding leadership in creating a highly professional, competent and efficient Administrative Services Department. He has played a key role in creating the fiscal strategies that have resulted in the City's excellent fiscal condition and low comparable costs and taxes. During his tenure, the City has annually received an excellent independent audit and a Certificate of Excellence from the Government Finance Officers Association. The City's bond rating has been raised three levels from A- to AA- and the City's Unfunded Pension Liability was funded. Mr. Stinski was instrumental in the creation of the Cities and Villages mutual Insurance Company and Janesville becoming a founding member which has saved City taxpayers millions of dollars. He currently serves as Vice Chairman of CIVMIC and as a Board member of the Wisconsin Retirement System.
Mr. Stinski has provided critical leadership to the City Administration in the operations of all areas of Administrative Services, in establishing fiscal strategies, and through his patient and wise advice to the City Manager in all areas of City government. He is held in high esteem by his fellow Department Heads for his knowledge, his advice, his high principles, and his professionalism.
Mr. Stinski is an outstanding public manager who will be missed.
