I had to read and reread it. I believe they are saying it was at 4.0 feet on Friday and that minor flooding could occur if it reaches 5.0 feet, not that it is at 5.0 feet.
I could be wrong.

"Minor flooding is possible flood stage is 5.0 feet." I was horrible in English, but this just doesn't make sense to me. Is this saying that it will flood at 5.0 feet or that the stage is now at 5.0 feet?
