Rock County's Workender program serves as pilot for state

A program in Rock County that allows non-violent inmates to perform community service to work off fines could be used as a model for the rest of the state.
Rock County Sheriff Bob Spoden says the Workender program is booked through fall and the Sheriff's Office might expand the program in September to alleviate jail overcrowding. Spoden says he's sent information about policy and procedures to both Oneida and Dane counties.
Workender inmates have completed 1,414 hours of community service through July 20.
