City council to discuss bike tunnel

Janesville's city council discusses the East Milwaukee Street bike tunnel Monday night.

The safety improvement was approved on a 4-3 vote at the council's last meeting, and the cost of the project has drawn criticism from the public. Council member George Brunner says he wants to clarify the cost of the project and clear up misunderstandings.

The tunnel and a roundabout approved for East Milwaukee Street and Wuthering Hills Drive are on the agenda for discussion, not reconsideration

All street corners should have tunnels instead of crosswalks. Actually we have many of them in place already. Just pull up the storm grates and let the bicyclists and pedestrians use those tunnels. Put a catapult on the walkways where we don't have storm sewers and fling them over the traffic. I watch bicyclists and pedestrians ride and walk right through stop signs all the time. If they aren't smart enough to realize that those stop signs are meant for them what makes people think they'll understand what the tunnel is for?

There are roundabouts at WI-30 and Thompson in Madison and it is easy to maneuver. Roundabouts are going to be seen a lot more in the near future. The city of Janesville will not be party to a lawsuit if someone gets hurt at the path crossing. And taxpayers should foot the bill to make sure someone doesn't feel bad for killing someone else? Wow.

If you see very few people using the trail, then why build a tunnel for very few?

What's wrong with the roundabout at Wuthering Hills? The speed is posted as 35 mph at that intersection.

A round about at Milwaukee & Wuthering hills make as much sense as a roundabout at the exit ramp of the interstate. Drop that idea.
As for the tunnel, build it! Traffic in this town does not slow for pedestrians and it will not improve. The cost of a tunnel beats a million dollar lawsuit and someone having to live with killing another human.
As for the citizens of Janesville, I read alot of ideas on the tunnel, I see very few people using the trail. Get out and see whats happening in YOUR town before you pass judgement!

LOLOLOLOLOL!!!!!!!! Urgent fashion?????????? How long ago was that fatal accident at Wuth Hills/Milw Street???? LOLOLOLOL. I haven't seen this sort of "sense of urgency" since GW Bush flew over New Orleans a few years ago for a photo op, and did absolutely nothing to solve the "Hurricane Katrina" problem until it was too late. In other news, GazetteExtra poster "Janesvillian" has now taken urgent action to make sure GM sells lots of SUVs in an attempt to save Janesville. Oops, too late once again, Janesvillian. But your attempt is certainly valiant. I will personally make sure the city hires an outside consultant to review your message board worthiness, and I will also make sure that you ultimately receive your proper civic credentials at a special award ceremony at Screemin' Meemees. Although, as per our Constitution, Screemin' Meemees can be challenged by any competitors who also wish to have the honor of bestowing upon you such an honor. As you pointed out Janesvillian, "no-bid" contracts violate the city charter and state law. And as we all know, our government would never do anything unethical.

I hope our council understands that with plant closings and the cost of gas, the city will be feeling some financial woes. How about the increase to snow plowing costs for example? If something like this tunnel is approved, I will wonder what few have the power in Janesville.

I think the "public input" idea of tonights meeting is overstated. There will be no question/answer format. The public will be invited to speak before the meeting, then the council will "clarify the cost of the project and clear up misunderstandings".

Testerrific, with the exception of certain emergency situations, no-bid contracts would violate the city charter and state law. To make these charges you should have some actual evidence rather than just spouting off. As it is you will probably shortly see the call for bids among other public works projects on the city website.

As it is, the city has seen this as a vital safety issue given a fatal accident in the last year, and as roundabouts are a proven solution for this type of intersection, they are going ahead with construction in an urgent fashion. Tonight's hearing is in fact part of the public input and oversight process that makes council-manager government one of the cleanest types available for municipalities.

It would be interesting to find out if these projects are bid out. Note that after a more accurate cost estimate for the tunnel shot up the price, the project was put on hold. The cost of the tunnel was subsequently reduced, and the project was later approved by the council. Was the price renegotiated after it was put on hold?

Zoom, yes my opinion might be slighted by the fact that the city planner came up with obvious solutions, and not an outside knucklehead that can give the same solutions..."for a price". And who is going to build the roundabout? Did a consultant suggest someone? I hope not. I hope this is not a "no-bid" contract like Halliburton.

The city planner and a consultant also thought Milwaukee Street east of Wright Road should be changed from 4 lanes to 3 (with a middle turn lane). That would reduce vehicle speeds, and would be a good interim solution for both the bike path and Wuthering Hills intersection. How much would that cost?

You say "follow the money". Then tell us where it goes. Who do you think benefits by proposing a cheaper alternative to stop lights? Would your objections be the same if the city planner had proposed the roundabout, and not a consultant? You would have valid points if stop lights were cheaper and more effective than a roundabout, but they are not.

I still have to laugh at the fervor for a "roundabout" at the Wuthering Hills/Milw St intersection. Quite laughable. A stop light is in order. City Council member Tom McDonald, at the last meeting, said he supports a roundabout, simply because "we have all been at stoplights and had to wait, even though there is no traffic coming from the other direction." This was his insight into the import of a "roundabout" at "the most dangerous intersection in Janesville"??? Just to let him know, there is an intersection right down the street, at Lexington/Milw, that registers traffic from Lexington, and signals a "red light" on Milw when it is necessary. Seems like a logical solution at the "dangerous" intersection of Wuthering Hills/Milw...where a horrible accident happened many months ago, and STILL no one has done a damn thing about it. Not even "temporary" stop signs!!!! It is obvious Janesville is more interested in hiring consultants to state the obvious, than protecting the citizens of it's own tribe. Follow the money, my friends. Follow the money. That intersection has been "dangerous" since that tragic event, but no other horrible accidents have occurred. I have looked at that intersection, and private property is DEFINITELY going to be involved in creating this "circular solution" to a very straight-forward problem. Money, money, money. Remember this post, my friends. The absurdity of this "roundabout" at Wuth Hills/Milw St is going to be a popular topic here in years to come...and not in the positive. Future conversations on this subject will be the reminiscences of the "unanticipated" costs and silliness of this concept. But, as all true realizations usually occur, it will all be in retrospect. PUT IN A STOP LIGHT!!!!!!!!!!!!
