Inmates already eligible for "working off" their fines (non-violent, low-impact crimes or ordinance violations) may already participate in the Workenders program in which they do community service. (Wisconsin was the first state to implement a work-release prisoner program, the "Huber law", now considered a bit outdated.)

.
Welfare recipients are already given incentives to work through Wisconsin Works (or W-2), considered one of the model "workfare" programs in the U.S.

Fire hydrants within three blocks of my home are always clean and clear of snow and ice, ptbight would probably see this and say "what makes them the priveleged few"? In our neighbor hood it is called taking responsibility and not talking about getting someone else to do the work. When one neighbor see's another doing this type of work it just catches on, and a couple of hours later (16) hydrants clean and clear. With so many people out of work it is the best opportunity to put our community on the map as friends and neighbors pulling together to keep our city viable and welcoming to business. We can then again show that Janesville has the best working class in the whole United States of America.

why not buy shovels and give them to the inmates at the county jail and have them shovel? you could also give them to people collecting wellfare.
