Interim city manager candidate considering offer
JANESVILLE—The candidate for interim city manager is taking a few days to consider the offer after meeting with Janesville City Council President Amy Loasching this afternoon, Loasching said.
“He or she is considering the offer and will let us know sometime next week,” she said.
Today “might have been” the first time the candidate learned he or she was chosen for the job, she said. The candidate will not be considered as a candidate for the permanent city manager position, she said.
The contract will be for six months or until a new city manager is in place, whichever comes first, she said.
If the candidate declines the offer, the city council will discuss in closed session the other three candidates and anyone else that may have popped up, she said.
“We’ll look at all our options,” she said.
City Manager Steve Sheiffer retires Sept. 5. The council is working with an Illinois recruiting firm to select a second round of candidates after the council rejected five finalists earlier this month.

Confidentiality makes perfect sense, especially as the candidate may have been taken by surprise. We do elect the council to run the city, and the council selects the city manager. An interim manager will not have much leeway to do anything drastic and will be gone before you can say boo.

trehgr, the council and Sheiffer set his last day of employment and agreed that he would owe the city a certain number of days through Dec. 31 under his employment contract. This is not rumor, it was in the paper.

It makes complete sense that the candidate's name is not released until he/she accepts or declines the offer. If it isn't Brett (!) and I was a betting person, I'd throw Tim Cullen's name in the hat (not sure, however, if his School Board position would prevent him from accepting the temporary position).

If the rumor is correct, the current city manager will be available as a 'consultant' after his last day (Sept 5) at a pretty hefty fee. And, he'll also be on the payroll using vacation time through the end of the year. This sounds like double dipping to me. If it is true, I hope the Council sets guidelines on when Mr. Scheiffer may be contacted during the 'interim' period.

Maybe because that person is employed elsewhere and they do not want to put their job in peril if they turn it down.
