The design team for the Rock County Jail expansion project is using different techniques to save taxpayers' money. However, Sheriff Bob Spoden says it's too early to tell the economic impact on taxpayers. Spoden says the design team has a responsibility to the citizens of the county that whatever the team recommends meets the county's needs but isn't extravagant. Criminal Justice Architect Roger Lichtman says the beauty of the current concept with self-contained cell blocks is that future expansions will be easy. "You don't want to be running a jail at a construction site, and you don't want to be running a construction site at a jail because all the tools need to be checked out," Lichtman says. The way the expansion is designed the construction of a future unit won't impact operations at the jail. The concept also places the non-secure office space in front of the jail so commercial-quality construction is separate from institutional-quality construction. That saves money on materials. The sheriff meets with the design team next week to continue updates to the jail concept.
