FBI asked to help with Janesville rape cases
Two Janesville police detectives are consulting with FBI agents regarding the six home invasion sexual assault cases since August of 1998 attributed to the same serial rapist. Detectives Martin Altstadt and Erik Goth traveled to Virginia to meet with FBI agents assigned to Violent Criminal Apprehension Program, the FBI Behavioral Science Unit and an Bureau of Alcohol Tobacco and Firearms geographic profiler.
Police say they are encouraged no sexual assaults related to the case have been reported since 2005, but they are urging residents to practice good personal safety habits.
The suspect is described as a white male in his 30’s, 5 feet 9 inches tall, stocky to muscular build with light-colored or blonde hair. He is believed to smoke cigarettes and be familiar with the Beloit area. Police believe the rapist follows and observes his victims before the assault. He quietly enters the victim’s home and engages the victim in conversation prior to the assault.

The FBI doesn't investigate local crimes (Federal). Jvl is going beyond call of duty and training with FBI to better profile suspects and prevent future crimes. The triple homicide... O'Leary didn't formally charge Keopp until DNA testing results were conclusive, which could take up to 12 months due to volume of items submitted by County, as you only get one chance to convict. (5th amendment).

Shouldn't Janesville Police have asked the FBI for help in 2005, rather than waiting 2 years after the sexual assaults stopped?
