An annual report, produced for the legislature, puts the Janesville and Beloit transit systems in a good light.

Beloit Transit Manager, Michelle Gavin, says ridership is up while working with a small staff. Janesville Transit Director, Dave Mumma, says they do a very good job of revenue recovery while operating a "no frills" service.

The legislature first ordered the analysis in 1997 in order to track public money spent on public transit and to make sure public transit systems were working efficiently.
