On Dairy farmers caught between historic prices

very sorry to read of the tremendous price pressure on dairymen...it's so tough to manage the ups and downs of dairy & entire ag industry, no?
I understand loss of exports, but why not push domestic consumption of fresh, whole milk?
Also, I'm shocked that retail prices of butter and ice cream, for instance, have stayed relatively constant from last few years, at least here in NYC. Don't these relatively high prices and thick spreads impede domestic demand???
