What are these people stuck in ditches supposed to do? Call a friend? Yeah, thats the solution, more drivers out on the road. Then they end up in a ditch, or worse, in an accident. Then emergency crews get sent out in the bad weather.
Whats causing more of a hazard: One tow truck getting Joe out of a ditch, or a fire truck and 2 abmulance, police cars + multiple emergency personale outside and the "rubber neck" drivers who cant keep their eyes on the road when there are flashing lights?

You have to keep in mind mechanism of injury. She hit a semi and was ejected. The possibility for life threatening injuries is there and merits the helicopter. EMS personale don't have x-ray eyes and cant see broken bones or internal bleeding.
Say you're in an accident with 4 people, and three of them die on the scene. You're going to probably get a helicopter ride because the accident was severe enough to kill three people.
Better safe than sorry.

All this talk of no snow fence betwee Emereld Grove and the county line, but I don't see any between Emereld Grove and Janesville either. Maybe I've just missed them?
