I have no idea what they are called...but I have seen them IN USE.
The SeaBees that sailed on the ship I was on in the Navy 30 years ago had them...and they were used to cut LIVE power lines.

To the editor that will be asked to remove my post...before you do, please be sure to read the posts that have been directed AT me and realize that I'm only responding to what has been said about me...
Topsgt132...I'll try to type slowly so you can keep up and maybe my comments won't go over your head.
I made two points...
...the first was 90% tongue in cheek about sueing Alliant. The fact is that the fire started BECAUSE of the homeowners actions, but the total loss MAY be partially Alliants fault for taking so low to get there.
No matter how many ways you try to spin it, I believe that 45 minutes to respond to a fire to cut power is unacceptable.
The second point I tried to make is that I believe that firefighters should have the ability to cut power on their own, without having to wait for the power company to get there.
I KNOW for a fact that there are cutters for this...I've seen them in use. Ask a SeaBee contruction electrian.
Not once did I imply that firefighters should go through a 4 year program to become linemen. Nor did I say anything that would make an intelligent person THINK that I meant that. They don't need to be linemen...and I'm pretty sure that firefighters are gonna be smart enough to learn how to cut power in MUCH less time than that. Those who call me idiot or moron for that really need to learn how to read.
That last bit is to you, serpico. You claim to have your JD? From what school? CrackerJack?

I don't care if it was 3:30 in the morning on Christmas...nearly 45 minutes should NOT be accepted.
And as I have also said TWICE...why doesn't the fire department have the ability to cut power lines?
They may have been able to save the garage if they'd been able to do that...
Think about THIS timeline...
3:48 <firefighter> Umm, Cap't? We have a live power line on the roof of the garage
3:48.1 <cap't> Well, cut the line
At 3:49, the line is cut, power is secured, firefighters can then continue to work to save the building.
Total elapsed time....one minute

...the grounds would be that there is a difference between running a drop to someones house and there may be a person in the building that is on FIRE!
And yes, I'm guessing that the dispatcher might have mentioned that there was a fire and that is why they needed someone to GET THE H3LL OVER TO THE HOUSE!!!!
I'm not saying that I'd win...not even saying for sure that I would sue...but I'd sure think about it.
Seriously, as much as I hate playing the "what if..." game, think about this one...
...Joe the firefighter...good guy, great firefighter, devoted dad and father, yadda yadda yadda...goes INTO said garage...after he is in, they realize that there is a live wire that is endangering lives...but Joe is already in there...something bad happens to Joe and he can't get out...45 minutes later, the electric company shows up...Joe is dead.
Do you think that the widow might sue the power company for taking too much time to get there?
And as I also said...a better question is why does the fire department NOT have the means to cut power lines without having to wait?

WTF???
I'd be considering sueing Alliant for the losses.
Come to think of it, I'm kinda curious as to why the fire department doesn't have the means to cut power lines. I've seen the cutters that are sometimes used that look like tree trimmers...why aren't these on the fire trucks?
