leaving the state is legal. violating section 19.84, the open meetings rule, is not. were either of those statements not true this would have happened weeks ago. the rule makers must play by the rules. the chambers' own rules dont supersede a state statute

the chambers' own rules don't supersede a state statute. if the senate wants to set stricter rules, good for them, but section 19.84 must be complied with at a minimum.

read your own link, DrTalk. politifact called the characterization of the tax cuts as "spending" to be pants on fire lying. i_luv_jvl's statement acknowledges tax "cuts" and not "spending" and was completely true according to your link

What possible exception to the notice requirement will senate republicans be able to put forward? They need to show good cause for ignoring the 24 hour standard (Wis. Stat. §19.84) and even then this required highly specific notice that VOTING on the bill would occur.
"[T]he degree of specificity of notice may depend on whether the subject of the meeting is routine or novel. Where the subject of a meeting recurs regularly, there may be less need for specificity because members of the public are more likely to anticipate that it will be addressed. However, novel issues are more likely to catch the public unaware. Novel issues may therefore require more specific notice." (Buswell v. Tomah Area Sch. Dist., 301 Wis. 2d 178, ¶31)
Republicans were still talking compromise on tuesday, showing EVERYone was unaware. The ACKNOWLEDGEMENT that collective bargaining is NOT a fiscal issue is novel, at least to Fitzgerald and his ilk. Therefore this slimy plan needed to be laid out with specificity and set for vote Thursday at earliest. Oh yes, this was indeed illegal

MooShoo, i don't think anything i wrote implies that janesville teachers are to blame. i'm a parker grad who got a 31 on the ACTs. no complaints there. however, i wouldn't look to demographics of the population over 25 to explain whats coming out of the high schools. there isn't a whole lot of incentive for a college grad to return to janesville though the city could and should be churning out college bound hs grads.
