Everyone was drinking. Underage people were there too. The officer should not have been there if underage persons were drinking. He should have known better. He's guilty of that for sure. But as far as the assault, we need to let the system run its course and not pass judgement until it is all over.

I feel sorry that the victim in this case went through what she did. But I think it is wrong that she blame it on anyone other than Christopher Brown. Brown hung himself in the jail and now his family is suing the county for that. Brown raped the victim, so now she is suing the mall and Kohl's for that. What's wrong with singly blaming Brown for doing what he did? How did Kohl's or the mall have a part in this? Should the other victim of Brown's assault blame the city for not having security on the bike trail? Christopher Brown was the responsible party here. It's unbelievable that his widow would blame anyone for anything - including his suicide. It's unreasonable that the victim in this case blame any one else except for this serial rapist. It saddens me that all anyone cares about it money.

He's probably sad he wasn't caught in Rock County - he most likely would have been given community service as a sentence here. The Rock County DA's office would have pled this out like they do everything else.

David O'Leary and Perry Folts should be ashamed of themselves for allowing this animal to have a chance of getting out of prison before he dies. This is his second sexual assault - he has a lengthy record. I can't believe the DA's office has selected to take the easy way out and plea bargain this case. Even if the victims had to testify, you have SOLID evidence that this creep did what he did. WHY would you gamble that he could get out of prison in our lifetime? C'mon O'Leary, don't you have a grip/handle on your office?

Here is another example of the terrible job the Rock County DA's office is doing. This young man has been involed in possession with intent to deliver Cocaine and Heroin - yet he is walking the streets. I wonder what control David O'Leary has on his office staff. Do they EVEN care? I hope someone runs against O'Leary so we can have justice served here in Rock County.

I hope Perry Folts and David O'leary are reading this. Jarrett is a repeat sexual offender. You have him "dead to rights" on these charges. "Justice will be served" is your way of getting out of a trial. You can put him away for the rest of his life. Instead, you choose to give him a plea deal. Your plea deal is going to allow him to get out LONG before he would get out if you had "rang him up" for all that he had done. You both are to blame if he gets out of prison at some point and rapes another young woman. Too often you elect to go with plea deals to save yourself the energy/time in going to trial. Mr. O'Leary you need to start taking control of your office and quit allowing your ADA's to determine their own case outcomes. I am keeping track of your plea deals and I'm certain those offenders who you are allowing minimal time will be back to haunt our society. I don't know how you sleep at night. I can bet that if a crime affected your family, you would have a different way in handling the case.

Rock County will respond with a slap on the wrist. Lucky for these people they live where they do. If you want to commit a crime, Rock County is the place to do it. Do it anywhere else and you face a prison term.
