I think the money would be better spent on REHABILITATION, not just locking people up, which adds to the stress of their life, stress which likely caused the emotions to over-rule lawful behavior to start with.
I've been in jail and I know what it's like to be locked up with a bunch of people who just don't give a (inset any four-letter word you care to hear in your head) about anyone but themselves and just don't care to even think about the possibility that there is another way. It's a SCARY place to be to a guy like me, but mostly, the rest of the inmates thrive on the competition for control and domination of others and many of those consider it to be a badge of honor to BE there in the first place. Even prisons are better than jail, because they at least put people in therapy programs and the like. I admit Mr. Spoden has come a long way in the days since the jail was on River St, but please Mr. Spoden, DON'T stop there.

@Synergy08: All of the material will be bought from around the area, and the workers who actually do the work have to live and eat nearby to DO the work. Not much as you might think is actually getting shipped out of local economies. And there is usually a local price to do that, as well.

More contractors working means more work getting done and less time on a waiting list. Smart home owners don't make it easy to get screwed over.
