If "the TPC approves only transportation projects outside of southeastern Wisconsin," then why did they approve Highway 38 in Racine and Milwaukee counties? Have Racine and Milwaukee counties moved to a different area of the state?

gpawcat - The vehicle can't leave Wisconsin and is required to be parked at the employee's home, so the exemption is from the parked at home part.
The Chicago Tribune article states that he lives in Galena and parks the car in Hazel Green.

Jim your problem with 47 is because it is the only one of the channels you listed that is broadcasting it's digital signal in the VHF band (WREX is on 13, but you didn't list that one). WMSN is actually broadcasting on channel 11 but they found out that while VHF was great for analog signals it doesn't work too well for digital. They have been approved to move their digital signal to channel 49, but that means they need a new transmitter and it doesn't look like that will happen until some time in 2010.

My question is who decides what is spam?
Isn't the city required by law to keep all e-mails?
Sure these undelivered messages are obviously spam, but what protections are in place to make sure that only spam is deleted.
