Good rhetorical question Booch1, but there is a reason not to plow the entire surplus back into a budget to completely eliminate a levy increase. The reason is it creates a problem next year called a funding pitfall.

I'll give you an example of the funding pitfall. Suppose BTC expenses are increasing by 3% per year. This year BTC covers the cost increase with a one time funding source and gives the taxpayer no increase in the levy. What happens next year when there is no surplus, and costs go up by 3% again? The answer is BTC needs to raise the levy 6%.

You got to live within your means and pay as you go. The best thing BTC can do with the surplus is save it for tough times or use it to make one-time purchases that are non-reoccuring.

BostonBill, these are tough times, and we need a clean, well run city. I think the money spent on a hockey rink is superfluous. I have been consistent on that viewpoint. City government should focus on meeting basic city services. Let the private sector take care of risk taking ventures.

I wrote demi-pro with the intention of meaning something less than semi-pro. It is a prefix that means small, partly, or less than half. It was a half baked idea that the council bought into when it has full sized problems it should be dealing with: to wit, trash, snow and public safety.

Yes bostonbill, it is mandatory. Would you rather your tax dollars went to a beer swilling demi-pro hockey venue for a few hundred city residents, or trash pick-up for the entire city of 60,000. How do you spell D-U-H.

I think sewer serice charges mirror water consumption. Does anyone know if sewer charges are changing? If water consumption goes down, how does the City plan on paying to pocess the poop? Inquiring minds want to know.

City services or the lack thereof are highly visible. You make it hard to dispose trash, and the entire city will look like a wind-swept landfill. This is not the area in which the Council should be trying to earn a few extra bucks, or cut service. The last thing I want to see is trash piling up on my unplowed street.

Only in Javon's world is competition a bad thing. Joe Nemeth, Mercy Vice President of Spin tries to explain Mercy's Deceptive Rate Gouging (DRG)as if that is some reason not to have competition. Hey Joe, don't you think Javon may rearrange his cost to deliver service when the competition arrives (Hint: maybe he'll fire a dozen or so VPs and save a couple million).
