If the seats are filled at large, then you need to be a resident of the municipality. If the seats are by wards or some other division, then you must be a resident of that division - BY the date you take office. You must also be at least 18 (of voting age).

The article doesn't say the city will pay the attorney fees, the alderman does. I can't believe he would expect that, nor would I expect the city to accept that they will pay.
I don't know what the policy is in their city, but many times the only individual who can add something to an agenda is the chair/mayor, unless it is done at a counsel meeting in a very specific way. Spellman should have contacted the mayor to get his item on the agenda.

Great comment metromilton. I have a child that goes to school in another state - academically, one of the best in the country. Currently, it costs less for that child to go there than it does for my other children in the UW system (except for travel). And the connections are better than any school in UW for the field that child is studying. That child is taught by professors, not TAs...we're getting a bang for our buck.
Actually, when I talk to parents of high schoolers right now, I highly recommend that they pursue looking out of state. It's amazing what kind of financial help they give if your child is a high achiever!
On Sports fundraisers might kick things up a notch

I've had children participate in fundraisers for sports and other activities. There are times that I will just make a donation to the cause instead of having them try to sell something I don't support. My children are now grown, but I still purchase from some of the fundraisers.
As far as only participating if your parents can afford...that is an awful thing to say. I purposely donated more than what it cost for my children (when I could afford it), so that other children would not be punished because their parents weren't as financially solvent as myself. Sports or other extra curricular activities might be the incentive some children need to keep up the grades and focus on other goals as well.

Everyone is quick to comment on her weaknesses, but if she was terminated without warning...there needs to be a serious inquiry into why. If she was so "terrible", as some comments lead us to believe, then she should have had some discussions/reprimands, etc during job reviews, whether by incident or yearly. I'm assuming if there were problems previously discussed, then she had some warning. If she conducted an egregious violation of some kind, there still should have been an explanation along with her termination. I hope the Gazette follows up on this story to give us complete facts.

The comment I find amazingly odd in this story - the closed session will be held at the Public Library. Do they not have a room in city hall where they can close the door?
