I think the previous comment demonstrates an opinion shared by many citizens that do not understand or wish to understand the situation at hand. First of all, public education should be provided to all, even those with language barriers. These children have the right to free and appropriate education and the children are learning the language. However, learning a new language takes time and if a student needs extra help along the way, he or she should not be denied the help. The same goes for children with disabilities, such as learning, reading or writing disabilities. The education of all children is important and it is selfish and ignorant to believe that the taxes should not be used to help children learning english. Education is one of the most important avenues of progress. Would a person who does not have children believe it is a waste of money because he or she does not have a child of their own?
It is not the fault of the children that they must be uprooted and move to a new and different country than their own. Billingual and transitional education are very important for the child to learn the new language too.
