She "borrowed" it, she owes it, plus interest. So she does need a job to pay it back, but it needs to be withheld if that is the case.

Just a clarification to SSpoo's note. People do visit the Darien library, it is wonderful for the children and right next to the school. It was built with a grant and matching funds as a Senior Citizen Center and combination Library. If I remember correctly, it was the first new library built in the State of Wisconsin under that grant program. Most of the other grants were just for additions to existing libraries. We only had a tiny, tiny little library and no Senior Center at the time, which is probably one reason we received the grant. It had to be built as a Senior Center combination to receive the grant, if I remember right. This is my opinion, anyway. I like the library and my children were regulars at the old library as they were growing up. I do think people still go to the library, I know I do. Check it out, it might surprise you!
